The City is currently in the process of implementing a new salary structure. Depending on the progress of this implementation, the salary offered to the selected candidate may be higher than the amount currently posted. However, the candidate will not be offered a salary lower than the posted amount for this position.

Duties

This job description is illustrative only and is not a comprehensive listing of all job functions performed. The following are essential duties for this position, performed with or without reasonable accommodation:

Primary

Reviews, issues, inspects, and enforces the City’s right-of-way use permit program. Ensures work is performed as specified and consistent with adopted city policies, standards, and specifications.

Meets with contractors, utility personnel, developers, engineers, architects, property owners, and other stakeholders to inform them about City of Bloomington requirements for projects as well as educating them in matters of general safety practices and methods to be used within the public right-of-way.

Reviews traffic control plans and coordinates street and sidewalk closure activities and their approval with applicable city staff and the Board of Public Works.

Coordinates notice of violation warnings and penalties for non-compliant right-of-way use.

Maintains financial guarantees (e.g., bond, insurance) related to work conducted in the right-of-way.

Assists staff in the Public Works Department with the review of temporary traffic control for Special Events to be considered by the Board of Public Works.

Secondary

Assists in the review of Site Development Permit applications with a focus on proposed construction plan implications to the public right-of-way and temporary traffic control plans. Participate in Site Development Permit release meetings as needed.

Assists in the collection of right-of-way use permit fees and violation fines.

Assists with management and supervision of select City capital projects.

Conducts public improvement inspections of assigned sites and coordinates resolution to any identified issues.

Conducts legal research of plat maps and documents, property ownership and public rights-of-way for the department and other governmental agencies, and as requested for other external projects.

Conducts field surveys as needed for various public and private development projects.

Takes all reasonable steps to maintain a safe work environment.

Performs related duties as assigned.

Job Requirements

Minimum knowledge equivalent to a bachelor’s degree in civil engineering or related field. An associate degree in civil engineering, construction management, project management/administration, or other related concentration may substitute depending on level of relevant job experience.

Minimum of over one year of experience in a related field or position.

Ability to obtain and maintain certification for Work Zone Traffic Safety through the American Traffic Safety Services Association (ATTSA) or the International Municipal Signals Association (IMSA) within one year of employment.

Knowledge of the principles and practices of engineering and the ability to apply knowledge towards review of construction plans, construction specifications, and construction inspections.

Knowledge of GIS and ability to use Microsoft, Google, and other related software.

Knowledge of and ability to read blueprints, maps, and legal documents.

Ability to use standard survey and drafting equipment.

Ability to legally operate a motor vehicle.
