Operations & Planning Compliance Analyst - Hybrid Remote

DescriptionIncumbent will be responsible for evaluating performance and ensuring that organizations, recipients, and subrecipients comply with HAND program requirements and regulations. Monitoring responsibilities will include federal and local programs such as HOME Investment Partnership, Community Development Block Grants, American Rescue Plan Act, Housing Development Fund, and more.
Primary Responsibilities- Correspond with past and present program participants.
- Coordinate compliance documentation with recipients.
- Report findings and corrective actions.
- Monitor and ensure compliance dates and deadlines.
- Maintain and compile ongoing reporting.
- Maintain paper and digital record requirements in systems such as IDIS, HEROS, Neighborly.
- Assist with application intake.
- Assist with data input for tracking.
- Assist with technical assistance educational sessions.
- Bachelor's degree or equivalent knowledge, skills, and abilities to perform the essential duties of the position.
- Minimum of three years of experience working with or administering government or other grant/loan programs (preferred, ideally related to housing and community development).
- Knowledge of and ability to use software applications such as Word and Excel. Experience in Google operating systems, GIS, and graphic design software preferred.
- Ability to conduct organized, measurable and sustained community outreach, and manage projects to develop partnerships to increase participation in City of Bloomington housing programs.
- Ability to legally operate a motor vehicle.
The incumbent will apply knowledge of practical and theoretical principles from several fields according to situational demands to accomplish departmental goals and objectives. Independent judgment is required to make decisions in administering city programs, including proper execution and timeliness of HUD and State of Indiana funds, evaluating various programs and agencies, and preparing federal reporting documents. The incumbent will also administer planning and development matters, interpret program guidelines, utilize federal, state, and local regulations, and apply these regulations to projects.
The position requires evening and weekend work as needed.
Personal work relationships involve frequent contact with department head, local officials, co‑workers, city department staff, business partners, not‑for‑profit agencies, city, county, state, and federal officials, and members of the public to explain, interpret, assist, and coordinate activities. The incumbent will also interact regularly with contractors, developers, trade professionals, and other city staff to receive inquiries, expand programs, and encourage program participation.
