This role serves as the main point of contact to supervise and manage the fast-paced, ever-evolving construction, repair, alteration, and modification change order requirements for our government client. Our client’s change orders, also referred to as Technical Task Orders (TTOs), include all types of work, typically small in nature, associated with provisioning electrical connections, mechanical connections, logistics, and other installation activities for an operational data center.

The primary responsibilities are ensuring scope clarity, accurate estimates, coordination of work activities including subcontractors and other trades, quality of work, and closing out the as-built records and work tickets necessary to complete and bill the work. Success in this role depends on managing multiple small projects concurrently, establishing client confidence through technical problem-solving using hands-on field experience, responsiveness to urgent needs, and meeting deadlines.

Essential duties and responsibilities for TTO Project Manager

  • Assist the TTO Program Manager in preparing project documentation, estimating, defining subcontract scopes, and bid preparation.
  • Develop resource-loaded CPM schedules with logical time scales using Microsoft Project.
  • Coordinate and facilitate project kick-off meetings.
  • Forecast cash flow and manpower needs.
  • Interpret blueprints and project specifications.
  • Work with the TTO Manager to develop project budgets and cost codes, and assign costs and manpower to schedules.
  • Research and compile submittals, price change orders, and prepare estimates for designed projects.
  • Present proposals and project updates to clients.
  • Coordinate with supervisory personnel, client representatives, subcontractors, and design professionals to resolve issues.
  • Manage acquisition of major materials and monitor tools and equipment requirements.
  • Oversee overall financial management of projects.
  • Ensure timely project completion, including punch-list items, as-built drawings, manuals, and training.
  • Monitor project progress and analyze budget, schedule, cash flow, and manpower forecasts.
  • Identify opportunities for cost savings and quality improvements.
  • Ensure safety regulations are followed.
  • Estimate and budget for self-performance, vendors, and subcontractors’ activities.
  • Promote a culture of quality and safety within the team.
  • Physical Demands

    The physical demands include talking, listening, standing, using hands, reaching, climbing, balancing, stooping, kneeling, crouching, crawling, walking, sitting, and lifting up to 50 lbs. Vision abilities include close, distance, color, peripheral, and depth perception.

    Work Environment

    Work may involve outdoor weather conditions and noisy construction environments requiring hearing protection.

    Background Screening

    This position requires extensive background checks, including criminal and drug screening, and the ability to obtain a security clearance. Background eligibility requirements are subject to change by government agencies.

    Minimum of 10 years’ experience in project management or supervision in government facilities; PMP certification; proven cost estimation and subcontractor management skills; knowledge of codes and regulations; excellent communication skills; computer literacy; ability to lead teams and work independently; ability to obtain security clearance; a bachelor’s degree is a plus.
