Job Description & How to Apply Below
Axis, part of Axis CLC, is a trusted property services specialist delivering responsive repairs, planned works, refurbishments and voids services across the UK. Backed by over 110 years of combined experience and the wider strength of Axis CLC, operating from 23 UK offices and employing more than 2,500 people nationwide, we support housing providers and public sector clients with high-quality maintenance and compliance services that help keep residents safe, properties well maintained and communities supported.

We are looking to recruit an experienced Site Manager to join our Planned Maintenance Division, supporting the delivery of SHDF retrofit and energy‑efficiency works in the Borehamwood Hertfordshire and surrounding areas. The role will involve regular travel to sites to support the successful delivery of planned maintenance and decarbonisation projects within residential properties and associated environments.

As Site Manager, you will provide day‑to‑day supervision of planned maintenance and SHDF retrofit works, ensuring projects are delivered safely, efficiently and to a high standard. You will play a key role in coordinating operatives and subcontractors, maintaining strong resident relationships and ensuring compliance with health, safety, PAS 2035 and contractual requirements throughout project delivery.

What You’ll Deliver

* Supervise planned and SHDF retrofit works, ensuring all activities are delivered safely, efficiently and to agreed standards.

* Manage planned maintenance, cyclical external decorations, voids and energy‑efficiency measures (e.g., insulation upgrades, ventilation improvements, window/door replacements) in line with specifications and PAS 2035 requirements.

* Act as the primary on‑site contact for residents and customers, maintaining strong communication and delivering a positive customer experience throughout both maintenance and retrofit works.

* Monitor programme delivery, identifying risks, delays or issues and taking appropriate action to maintain productivity and project timescales.

* Carry out regular quality inspections, ensuring works — including retrofit installations — are completed to a high standard and defects are addressed promptly.

* Ensure full compliance with health & safety legislation, CDM regulations, PAS 2030/2035 standards, and company policies, including delivery of toolbox talks and site inductions.

* Coordinate subcontractors and specialist retrofit partners (e.g., insulation, ventilation, air‑tightness), monitoring performance, quality and compliance against work orders and KPIs.

* Maintain accurate site records, retrofit documentation, photographic evidence, variation sheets and digital reporting in line with company procedures and SHDF audit requirements.

* Attend operational and client meetings, providing clear updates on project progress, risks and performance across both planned and SHDF work streams.

* Promote a culture of teamwork, accountability, continuous improvement and professional conduct across all site activities.

About You

* Previous supervisory or site management experience within planned maintenance, housing refurbishment or retrofit/energy‑efficiency environments.

* Understanding of PAS 2035 roles, SHDF delivery requirements, and fabric‑first retrofit principles (desirable).

* Strong understanding of health & safety legislation and CDM regulations.

* SMSTS, Retrofit Awareness, Retrofit Coordinator/Assessor knowledge, Scaffold Inspection, Asbestos Awareness or other relevant H&S qualifications desirable.

* Strong communication and customer‑facing skills with the ability to build positive relationships with residents and stakeholders.

* Experience managing subcontractors, operatives and multiple site activities simultaneously, including specialist retrofit trades.

* Ability to prioritise workloads, work under pressure and manage changing operational demands.

* Confident using Microsoft Office and digital reporting or job management systems.

* Strong organisational, problem‑solving and decision‑making skills.

* Full UK driving licence required.

* Enhanced DBS required or willingness to complete the process.
