This position will assist and support the Construction Safety Department with the MBTA's initiatives in managing safety documentation and utilizing data analytics to enhance safety performance and oversight on capital projects and Transit Oriented Development projects that affect MBTA operations. This position will emphasize the importance of safety documentation practices, accurate data collection, and the analysis of safety trends.
This position will be responsible for ensuring that all construction projects maintain complete and compliant safety documentation, track leading and lagging indicators, and utilize data-driven evidence to mitigate hazards. This role will collaborate with project teams, contractors, and oversight agencies, to uphold safety standards and meet regulatory requirements. The role also plays a key part in ensuring the timely receipt, review, and processing of safety documentation involving capital projects.
This position will manage internal tracking systems and dashboards to monitor documentation flow and project compliance. It will also work closely with oversight agencies and internal stakeholders to support regulatory and agency oversight submissions.
• Utilize the MBTA’s construction safety inspection software to collect, manage, and retrieve safety inspection data from project sites, ensuring information is captured accurately for analysis and reporting.
• Provide staff guidance and training on properly using construction-related safety documentation tools and systems.
• Identify leading and lagging metrics, to evaluate safety trends and ensure continuous improvement in hazard identification, prevention, and mitigation.
• Prepare and distribute weekly and monthly construction safety reports to Construction Safety managers and senior leadership, summarizing inspection findings, incident trends, inspection activity levels, and key safety metrics that require attention.
• Ensure that reports are clear, concise, and highlight progress and areas of concern in the safety performance of capital projects.
• Monitor and ensure contractor/MBTA compliance with federal, state, and local applicable laws, statutes, regulations, rules, and guidelines for safety.
• Collaborate with teams across the authority to develop and maintain safety analytics dashboards and tools that provide real time monitoring of safety performance indicators and project compliance status.
• Oversee the construction safety documentation process for all capital projects and Transit Orientation projects and ensure that each project submits and updates these documents in accordance with MBTA policies.
• Review and audit Health and Safety Plans (HASP) and other safety submittals provided by contractors.
• Maintain organized and accurate safety documentation logs and records for all active construction projects
• Administer, revise, and maintain the internal folder structure and document management system to ensure that safety records (inspection reports, incident reports, CAPs, etc.) are retained, stored securely, and made accessible.
• Review and suggest improvements to safety inspection forms, checklists, and documentation templates.
• Prepare and submit required safety documentation and reports to oversight agencies and internal stakeholders. This includes fulfilling documentation requests and formal reports to bodies such as the Massachusetts Department of Public Utilities (DPU) and the Federal Transit Administration (FTA).
• Assist in processing and tracking Corrective Action Plans (CAPs) and other directives resulting from incidents or audits.
