The Deputy Director of Soil and Remediation is responsible for overseeing and managing the remediation process and compliance with environmental regulations at all MBTA facilities systemwide, overseeing and coordinating Massachusetts Contingency Plan (MCP) submittals systemwide for the MBTA and ensuring the submittal of MA DEP electronic filings for all MBTA sites. The Deputy Director of Soil and Remediation will collaborate with internal and external stakeholders to ensure compliance with applicable regulations.

  • Manage contracts and consultants to complete site remediation work, ensuring that all tasks are completed in a timely and efficient manner.
  • Represent the MBTA with the Massachusetts Department of Environmental Protection (MA DEP), the Environmental Protection Agency (EPA), and local municipalities and agencies regarding site remediation activities and compliance thereof.
  • Oversee and coordinate the submission of Massachusetts Contingency Plan (MCP) submittals systemwide for the MBTA, as well as the submittal of MA DEP electronic filings for all MBTA sites.
  • Review and comment on Activity and Use Limitation (AUL) obligations and coordinate initial assessments to determine compliant environmental reporting to MA DEP.
  • Review and comment on AUL obligations and manage the activity and use limitation (AUL) property filings, inspections, and database.
  • Develop CIP Requests for needed Remediation Projects, systemwide and work with Budget Analyst to forecast program funding as needed.
  • Manage, develop, and oversee training sessions to ensure that department directors, project managers, and resident engineers are aware of the regulatory requirements associated with their construction work.
  • Conduct environmental review and provide guidance on property acquisition and dispositions.
  • Ensure wetland compliance associated with cleanup and remediation work, as well as solid waste management at construction sites.
  • Opine and review asbestos/hazardous materials and coordinate the development of Task Order and contract documents to complete regulatory response actions.
  • Ensure that all construction projects are in compliance regarding applicable hazardous, solid and bio waste regulations, to include polychlorinated biphenyls (PCBs) in soil.
  • Coordinate with EPA on all projects, both external and internal, and funding opportunities to include potential Brownfields funding.
  • Work with department directors within all capital construction projects to ensure that any environmental questions or areas are addressed by the correct environmental personnel.
  • Assist capital project managers and resident engineers in the management of contractors and subcontractors on all construction projects.
  • Develop environmental specifications for soil management, bird guano, etc., (any other contaminant/media that may be needed) to be included in all capital construction work, ensuring compliance.
  • Review the Environmental Management and Mitigation Plan (EMMP) plan, as well as all other initial submittals, prior to the Notice to Proceed (NTP) and during construction, including abatement plans, hazardous material assessments, demolition plans, and real estate.
  • Perform all other duties and projects that may be assigned.
  • Bachelor’s degree from an accredited institution in Environmental Science, Geology, Engineering, or other job-related field.
  • Seven (7) years of experience in environmental remediation, site investigation, and/or compliance with federal and state environmental regulations.
  • Two (2) years of supervisory, managerial, and/or leadership experience.
  • Experience with environmental regulations and compliance requirements.
  • Experience managing environmental remediation projects, including coordinating with contractors and consultants, overseeing submittals to regulatory agencies, and conducting risk assessments.
  • Experience with wetland compliance associated with cleanup and remediation work.
  • Experience with solid waste management at construction sites.
  • Experience coordinating with regulatory agencies such as the Massachusetts Department of Environmental Protection (MA DEP) and the Environmental Protection Agency (EPA).
