To maintain control, monitor the bureau of customs and border protection (CBP) and other government agencies, minimize potential liabilities, and ensure all regulatory activities are performed within time constraints.

Responsibilities
  • Train regulatory services analysts/specialists in assignments and cross‑train them so essential functions are performed timely during absences.
  • Write correspondence or conduct telephone conversations with shippers, clients, company employees, CBP, and other government agencies regarding required information or documentation.
  • Refer unresolved or major problems/issues to the RSD manager.
  • Answer questions and solve problems within the department and with other departments.
  • Sort and assign department incoming work to analysts/specialists to ensure regulatory time‑frames are met.
  • Monitor flow and quality of daily department responsibilities; refer current issues and potential problems to the RSD manager.
  • Assist RSD manager in the development of department procedures.
  • Work closely with or fill in for analysts to ensure all tasks are completed on time, including the processing or correction of 70‑90 service invoices per month.
  • Provide prompt, accurate responses and guidance to 40‑50 additional incoming phone calls per month from internal and external customers.
  • Review monthly accounting discrepancy reports, request further action, and follow up as necessary.
  • Represent the regulatory services department on cross‑functional committees to solve problems and establish or refine procedures.
  • Consult with and advise customers when CBP, FDA, the Bureau of Alcohol, Tobacco & Firearms, DOT, EPA, Dept of State, FCC, DEA, and US Fish & Wildlife Service become actively involved with a shipment.
  • Ensure issues are resolved timely and in compliance with laws and regulations.
  • Communicate with internal and external customers regarding inquiries or problems related to the release and entry of imported merchandise.
  • Provide regulatory information and guidance to clients, shippers, and employees at all levels and locations via phone, fax, letter, or email concerning imported merchandise.
  • Conduct research via the Internet, global trade data, and other internal resources, and compile information to support customs actions.
  • Create arguments, claims, and protests to customs on behalf of clients.
  • Resolve issues related to duty, tax, fees, valuation, and classification to obtain applicable refunds.
  • Collect relevant data and create successful petitions to customs for mitigation, cancellation, or resolution of demands for liquidated damages and penalties.
  • Submit requests for binding rulings to customs and ensure accurate entry filing.
  • Update product database records and ensure compliance with customs rulings, notices of action, and decisions.
  • Maintain up‑to‑date knowledge of customs and other government agencies’ regulations affecting importation.
  • Disseminate information to internal and external customers as appropriate.
  • Develop and maintain positive working relationships and open lines of communication with customs and other government agency personnel.
  • Analyze entries related to disputed invoices and determine accuracy of entry; compose files and notify clients of determinations and actions.
  • Provide ongoing training and guidance to RSD R&C analysts as necessary.
  • Serve as a single point of contact for large, unmanaged accounts requiring frequent technical assistance or attention.
  • Attend client meetings, joint sales calls, and customs meetings as necessary to protect company and client interests.
  • Perform other duties as assigned.
Qualifications
  • Four‑year college degree preferred or equivalent work experience.
  • Ten (10) years industry experience in brokerage preferred.
  • Customs broker’s license preferred.
  • Comprehensive knowledge of custom brokerage, other government agency regulations, Harmonized Tariff Schedule of the U.S., general import/export procedures, and the company’s operating procedures.
