Job Summary

The Manager of Safety & Training is responsible for assessing, developing, implementing, training on, and benchmarking programs and procedures associated with workplace safety risks and technical skill needs of the MBTA Engineering & Maintenance Division (E&M) work activities executed by employees in four distinct departments:
Power Systems Maintenance, Maintenance of Way (Track), Signals and Communications Maintenance, and Transit Facilities Maintenance. The position reports to a member of department leadership and works closely with employees of its department, other E&M departments, and safety and training stakeholders to achieve organizational goals.

Duties & Responsibilities
  • Support the development, implementation, and management of safety programs (Hazard Communications Plan, Shop Safety, Electrical Safety, Fall Protection, etc.) and key performance indicators.
  • Support the development of a safety‑focused culture that prioritizes employee and rider health, wellbeing, and satisfaction.
  • Support the creation and dissemination of safety‑related communications, campaigns, and special events.
  • Identify training needs and conduct safety orientation and training programs, including train‑the‑trainer sessions.
  • Maintain operational knowledge of construction safety, DLS, OSHA, ANSI, and other applicable standards, regulations, laws, and procedures.
  • Serve as a resource for safety issues or concerns for all E&M team members.
  • Accompany MBTA Safety, DLS, DPU, insurance, and OSHA personnel on work‑site tours.
  • Support the development of Local Safety Committees within E&M.
  • Conduct work area safety audits.
  • Review departmental work plans to ensure safety is incorporated.
  • Evaluate and offer solutions for job site hazard mitigation.
  • Ensure maintenance and inspection of safety equipment and protective wear.
  • Oversee documentation, tracking, and analysis of all Safety, Injury, and Hazard statistics, trend analyses, and DLS reports.
  • Assist or conduct incident investigations and analyses.
  • Support implementation of incident Corrective Action Plans.
  • Drive company or personal vehicle to work locations and to assist at emergencies and events as needed.
  • Respond to inquiries professionally and courtesy.
  • Work any and all shifts and/or locations as assigned or directed.
  • Respond or report to work as directed for emergencies, extreme weather, or any abnormal conditions that impair service or safety, 24 h/7 days.
  • Uphold the rights and interests of the Authority while building a positive relationship with employees.
  • Assist in workforce management ensuring fair application of rules, regulations, collective bargaining agreements, and policies, including EEO, anti‑discrimination, anti‑harassment, and anti‑retaliation.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications
  • Bachelor’s degree in safety, occupational health, industrial hygiene, construction management, engineering, or equivalent.
  • Five (5) years of relevant occupational health and safety experience.
  • One (1) year supervisory/lead experience.
  • Experience creating, implementing, managing, and auditing OSHA/worker safety policies and programs.
  • Working knowledge of OSHA workplace safety concepts and programs, including JHAs, hierarchy of controls, and PPE.
  • Detail orientation for organization and multi‑task project management.
  • Proficiency in Microsoft Office.
  • Strong teamwork orientation, initiative, communication, problem‑solving, and leadership skills.
  • Effective organizational, analytical, confidentiality, multi‑tasking, time‑management, and interpersonal skills.
