Senior System Developer

Mass Housing

Base pay range: $ / year - $ / year

This role designs and implements complex applications and systems integrations, solves challenging technical problems, and maintains highly available, secure, performant, and reliable software systems. The Senior Systems Developer collaborates cross‑functionally to deliver consistent quality across projects and serves as an expert technical resource across agency software systems. This position reports to the Software Architect.

Essential Functions

• Design major system features or entire systems in collaboration with the Software Architect

• Develop new and enhance existing applications and systems integrations to meet requirements

• Apply security standards and best practices throughout design and development

• Use version control and branching best practices consistently

• Perform unit and integration testing and support system and acceptance testing

• Review code, provide constructive feedback, incorporate recommendations, and apply lessons learned

• Identify and remediate security vulnerabilities

• Follow standards and procedures and adhere to defined architecture and design

• Create and maintain build and release processes for multiple systems and environments

• Support systems through administrative updates, end‑user assistance, analysis, and troubleshooting of application issues

• Diagnose, debug, and resolve complex issues involving code, data, configuration, or infrastructure

• Perform scheduled system upgrades and other system needs, including occasional availability outside of standard business hours, nights, weekends, and emergencies

• Collaborate with stakeholders and the development team to analyze and refine requirements

• Participate in scrum ceremonies and partner with scrum teams to deliver business value

• Mentor junior developers and provide technical guidance and support across projects

• Create and maintain system documentation and contribute to team knowledge sharing

• Optimize systems to improve performance, efficiency, and usability

• Upgrade technologies and platforms to comply with product life cycles and support new features

• Comply with Mass Housing’s Information Security Program and all other agency information security policies and procedures, take responsibility for any agency assets assigned to you, and report security events to the Information Security Team

Minimum Qualifications

• Bachelor’s degree in computer science or related field, or equivalent combination of education and work experience

• 5+ years of software development experience

• Advanced understanding and hands‑on experience with object‑oriented programming

• Advanced experience with web application architectures and design patterns

• Advanced experience with C#, ASP.NET Core, and Entity Framework

• Experience with database modeling, normalization, programming, performance tuning, ETL, and advanced querying in SQL Server

• Advanced web development experience with HTML5, CSS3, and frameworks such as Bootstrap or Tailwind CSS

• Experience with modern front‑end build tools and code quality tools such as Vite or Webpack for builds, and ESLint, Prettier, or Biome for code standards and consistency

• Experience using Azure Dev Ops for Agile planning, Git‑based version control, and CI/CD pipelines

• Experience developing, deploying, and managing applications in Microsoft Azure

• Eligibility to work in and travel freely to and from the United States without sponsorship

• Experience with Power Platform

• Familiarity with affordable housing, mortgage lending, and/or real estate
