In January of 2025 Torch entered into a joint venture partnership with Morgan Stanley Infrastructure partners to develop, construct and operate our existing pipeline of projects and to acquire additional assets prior to the start of construction.

Position Summary

Torch Clean Energy is seeking a highly motivated and experienced Developer to manage multiple solar, substation, transmission line, and/or storage projects from late development through initial operation. This role reports directly to the Senior Vice President of Development.

Key Responsibilities

  • Accountable for multiple solar, substation, transmission line and/or storage projects from late development through initial operation.
  • Lead the end-to-end development of utility-scale solar projects from site origination through notice to proceed (NTP).
  • Develop and manage project plans, timelines, and budgets for projects from inception through project financing.
  • Secure and manage site control agreements with landowners, ensuring projects meet technical and commercial viability requirements.
  • Directly develop or manage consultants in the preparation of applications and relevant studies for land use entitlements, environmental permits, and interconnection agreements.
  • Lead and oversee consultants in conducting public outreach activities required for or related to permit approvals.
  • Meet with and represent the company to permitting staff and local, state, or federal officials to introduce projects, identify permit requirements, and provide application inputs.
  • Maintain ongoing communication with permitting staff and officials throughout project review processes.
  • Collaborate with engineers to incorporate regulatory restrictions (e.g., setbacks, migratory, wetlands, and E&S species into project layouts.
  • Ensure project design standards are incorporated into environmental and land use permit applications.
  • Develop and manage project schedules, identifying long-lead and critical path items, and implement solutions to mitigate schedule risks.
  • Foster and manage contractor, landowner, AHJ and utility relationships throughout development.
  • Oversee project work and ensure deliverables meet consistent quality standards and contractual obligations.
  • Evaluate project health and take decisive corrective action when necessary.
  • Manage uncertainty and originate creative solutions to prevent scope creep and reduce change orders.
  • Provide concise reporting to internal and external stakeholders.
  • Ensure timely invoicing and project cash flow.
  • Support project handoff to construction and operations teams at the appropriate stage.

Qualifications

  • Preferred Experience:
  • A minimum of 4 - 10 years of direct experience in the utility scale renewable energy industry
  • Practical knowledge of project management principles and methodologies
  • Strong working knowledge of QA/QC programs and processes
  • Project management software/tools and Microsoft Office
  • Contract negotiation and management
  • Managing complex and/or multi-discipline projects
  • Required Qualifications:
  • Bachelor's degree in a technical, business, or project management related field
  • Demonstrated leadership, organizational and time management skills
  • Excellent problem-solving and decision-making abilities
  • Attention to detail and strong ability to multitask
  • Ability to work effectively in a fast-moving team environment
  • Excellent communication and interpersonal skills
  • Strong leadership and mentoring skills
  • Ability to travel 25%
