Internal colleagues are also normally appointed at the bottom of the band, unless moving within the same profession and skill level, where the pay band is the same they can be appointed to the existing pay point.

Role PurposeTo lead a team of Building Control Staff to enable effective delivery of Building Control services in accordance with legislation and regulatory standards. The role is a senior building control expert, and will therefore take the lead in the more complex cases as well as lead a team.
Main Responsibilities- Manage a team to enable effective delivery of Building Control services. This includes managing and motivating the team, performance management, and contributing to recruitment.
- Exercise statutory authority as a registered Class 3 Building Control professional, acting as the Council’s competent person for complex and high-risk building work under the Building Act 1984 and Building Safety Act 2022.
- Act as a senior technical authority for complex, high rise, and higher risk buildings, providing expert advice, peer review, and decision making assurance.
- Ensure robust operational delivery of statutory plan checking, site inspection, and enforcement functions, maintaining audit ready records in accordance with national regulator and BCP Council requirements.
- Ensure compliance with legal obligations, such as Building Regulations and the Building Act and have a thorough understanding of relevant legislation, which sets out the statutory duties of the Council.
- Manage and control project, service and programme budgets to ensure that spend is within financial limits, value for money is achieved, and to help protect the financial health of the Council.
- Allocate, monitor and review building control casework, to ensure an efficient workload across the team and to make sure that the decisions and recommendations made are accurate and in line with regulatory standards and best practice.
- Provide authoritative building control advice and advanced observations on construction, design and safety issues for complex projects at the pre-application stage, to reduce the risk of non-compliance or approval delays in the most complex cases.
- Examine and assess complex or complicated applications (using information such as submitted construction plans, drawings and specifications), against building regulations to decide if applications are compliant with regulations and can proceed to construction.
- Inspect and survey buildings and building methods (typically the more complex constructions or those using novel methods/materials) throughout the construction process against regulations concerning safety, accessibility, and sustainability, and provide specialist advice and advanced solutions to any issues identified based on an expert technical knowledge, in order to ensure that building works are compliant with necessary standards and regulations.
- Lead on enforcement activity for unauthorised and non-compliant building works, to ensure that non-compliance can be prosecuted effectively as required. This involves preparing documents and serving enforcement notices in complex cases, as well as supporting more junior officers with undertaking enforcement activity.
