The pay range for this role will be £42,839– £49,282 (pro rata for part time colleagues). We’re looking forward to welcoming new colleagues under this refreshed framework of pay, terms, and conditions. To promote fairness and consistency, all new starters will begin at the bottom of the pay band. This is a key role and we are looking for a candidate with the experience to support the delivery of system upgrades and enhancements, ensuring system data is accurate through reconciliation and strong system access controls. As a team we are looking to deliver more standardised and automated financial processes to reduce inconsistencies.

Role Purpose
To provide specialist support of the Council's Financial Management System (FMS) to ensure the ongoing integrity and security of the FMS, and support system users in their effective and compliant use of the systems. The role will contribute to systems improvement and supervise a small team of FMS Officers who undertake data processing and maintenance activities.
Main Responsibilities
- Manage the administration of access and authorisation rights of all users of the Council's primary financial system, as well as supplier setup, code setup, and all other required setups within the system, ensuring accessibility and functionality in accordance with governance requirements.
- Organise and oversee data cleansing tasks on a database or system to maintain data quality and integrity.
- Identify risks with current data storage, and identify and implement improvements to data quality, data storage, data flows and interfaces. Ensure financial data is structured appropriately to support business processes and that appropriate controls mitigate data management risks.
- Design bespoke reports and tailor existing reports, undertaking complex analysis to meet specific business reporting needs.
- Check and monitor FMS specifications and setup against statutory and management requirements, ensuring financial control and governance around system integrity and security to ensure compliance with policies that protect the Council from risk.
- Provide advice and guidance to colleagues and stakeholders regarding the FMS, helping them exploit system functionality. This includes resolving complex queries, advising on system‑generated reporting, and delivering training so users are competent and compliant.
- Contribute to the design and lead the delivery of ongoing improvements in system performance, as agreed with the Financial Management Systems Manager, ensuring the FMS functions effectively and is fit for purpose.
- Contribute to large‑scale redesign and change to the FMS, recommending infrastructure and design improvements or new developments, ensuring the FMS is cohesive, sustainable, and meets organisational demands.
- Supervise a small team providing specialist systems support and data management activities to support effective service delivery.
The Ideal Candidate
- AAT qualified or equivalent, or relevant IT qualification.
- Knowledge and understanding of public sector finance and statutory requirements.
- Advanced knowledge of data protection regulations and related requirements.
