Our Seafront Service is responsible for the management and development of our beautiful world‑renowned coastline, and we are looking for an enthusiastic, effective and committed officer to join our Seafront Contracts and Commercial Team.
Role PurposeTo efficiently and effectively manage commercial contracts and events on the Seafront to ensure BCP Council’s statutory, legal and financial requirements are met and commercial opportunities for visitors and residents of the resort are maximised. Provide support to the Contracts & Commercial Manager in management of all commercial contracts on the Seafront. Identify new commercial opportunities with a view to improving service delivery, researching new ideas and securing new revenue streams.

Accountabilities- Identify and develop opportunities for commercial use of Council Seafront assets through third‑party contractors, to help the Council generate income. This will include receiving proposals from prospective third‑party partners.
- Act as the main point of contact for third parties with regards to lease and licence agreements relating to commercial contracts and events on the Seafront, ensuring issues are resolved or escalated to senior officers.
- Manage contract delivery in‑line with specified requirements, tracking income against forecast budget profile.
- Produce tender and contract documentation in accordance with defined procedures and well‑defined standards and negotiate heads of terms within guidelines and delegated authority.
- Manage small projects that directly impact the Seafront, in line with project management principles, to ensure that specified objectives and project deliverables are delivered on time and to budget.
- Develop and maintain effective relationships and communications with internal and external stakeholders, including other agencies and partners, to share information and enable effective collaboration and partnership working.
- Research opportunities, and identify new commercial or contracting avenues so that income streams or service improvements can be developed and implemented.
- Collate, analyse and interrogate data to create reports (which may be somewhat complex and ad‑hoc) relating to service activity, performance and issues, to support service planning and development and maximise income.
- Oversee all event applications requiring use of Seafront land or facilities. Liaison between the events team and seafront operations on all logistical matters relating to events to ensure adherence to seafront requirements. Attend site meetings and Safety Advisory Group meetings as required.
- Liaison with Head Landlord regarding Seafront estate management and rental payments.
- Identify and act upon opportunities for improving working practices, procedures and processes within the team or work area, implementing these changes with the operational teams once agreed, to support the continuous improvement of services.
- Contribute to the development and implementation of policies, procedures and service plans to support the continued efficient running of the service area.
- Represent the service unit at meetings (with internal stakeholders, user groups, external stakeholder and partners) to maintain effective working relationships with stakeholders.
