Role Summary
This position is responsible for developing the reporting systems for project controls assignments. It performs complex aspects of individual project estimating, scheduling, change documentation and cost control while reporting up to program or portfolio level. The Cost Analyst III is a critical position as the expert of at least one of the project controls core competency areas:
Scheduling, Estimating, Cost Engineering. This position serves as a lead for the project controls team and as a member of multiple project or program teams. It supports Project Managers and Project Directors on projects and programs of varying size and complexity, leading and directing the setup and reviews of the project controls status (cost, contract, WBS, resource, etc.).
- Lead Development / Generation of Periodic Project Controls Reporting
- Provide leadership in development and generation of daily, weekly, monthly, and quarterly project controls reports. Responsible for gathering, verifying, validating, and analyzing data in support of project controls reporting. Distribute and archive project controls reports as appropriate and provide presentation‑quality reports, presenting them to project and management teams as needed.
- Lead and Perform Change Control
- Track and manage changes to the project scope, schedule, and cost baseline.
- Identify, assess, gain approval for, and distribute change requests, change notices, and/or change orders in compliance with internal governance standards and contract requirements.
- Lead the team through audit reviews and reporting.
- Support the pre‑construction team with quantity takeoffs, trade coordination, scope of work development, scope reviews, bid package development, schedule development, bid list creation, and bid advertisement.
- Oversee Project Controls Benchmarking and Self‑Assessment Initiatives
- Assist in scheduling and carrying out benchmarking and self‑assessment initiatives relevant to project controls and the types of projects typically managed by the project controls group.
- Identify and communicate improvement opportunities, best‑practice adoptions, and counter‑measures to address performance gaps.
- Create and Maintain Project Estimate
- Work with Estimators to create project cost estimates that establish effective cost controls management.
- Ensure the estimate includes all necessary raw materials, resources & labor rates, manufactured materials & equipment, and current industry data relative to the project scope.
- Manage the estimate according to JE Dunn Estimating Procedures and review cycle.
- Ability to perform work accurately, completely, and in a timely manner.
- Communication skills, verbal and written (intermediate).
- Proficiency in MS Office (intermediate).
- Proficiency in project management and accounting software (advanced).
- Proficiency in required construction technology (advanced).
- Proficiency in scheduling software (advanced).
- Ability to apply Lean process and philosophy (intermediate).
- Ability to manage budgets, maximize profitability, and generate future work through building relationships.
- Ability to build relationships and collaborate within a team, internally and externally.
- Thorough knowledge of project processes and how each supports the successful completion of a project.
- Ability to apply fundamentals of construction management to projects.
- Bachelor’s degree in construction management, engineering or related field.
- In lieu of the above requirements, equivalent relevant experience will be considered.
- 5+ years construction management experience.
- Valid and unrestricted driver’s license required.
- Must be able to lift up to 25 pounds.
- May require periods of travel and/or relocation.
- Must be willing to work non‑traditional hours to meet project needs.
- May be exposed to extreme conditions (hot or cold).
- Assignment location may include project sites and/or office.
- Frequent activity: sitting, viewing computer screen.
- Occasional activity: standing, walking, bending, climbing, reaching above shoulder, pushing, pulling.
