BTHFT requires a PMO Lead to support the Head of PMO in providing specialist support to the Trust.

As PMO Lead, the postholder will be considered a subject matter expert and where appropriate may also act as programme manager for individual Projects.

It is likely that, initially at least, the postholder will be required to focus on supporting the delivery of the Trust’s Recovery Programme.

Main duties of the job

The role requires highly specialised knowledge, underpinned by theory and experience, across a range of service improvement, programme management, business change and business management areas.

The postholder will oversee the maintenance of a uniform PMO process aligned with practice. They will develop and deliver training for key managers across the Trust to allow them to provide PMO skills internally.

The successful candidate will also be expected to act as a subject matter expert to provide advice and guidance regarding PMO issues on programmes being run by our Clinical Service Units and Corporate Directorates. Where appropriate the postholder will also provide day to day programme management for large programmes.

Detailed job description and main responsibilities

General PMO

  • 1. Oversee the maintenance of a uniform PMO process, aligned with best practice, for the Trust
  • 2. Develop and deliver training for key managers across the Trust to allow them to provide PMO internally within their CSUs and Directorates
  • 3. Act as a subject matter expert to provide advice and guidance on PMO to CSUs and Directorates
  • 4. Provide day to day programme management for Programmes within our portfolio.
  • a. Work with teams to plan, govern, deliver and provide assurance on programmes of improvement work, including policy and process development from the initial diagnostic stages through to implementation, benefits realisation and post implementation review.
  • b. Work closely with the programme teams to plan the delivery of comprehensive analysis to help them make decisions about improvement and development. Data may be quantitative and/or qualitative and will be highly complex in nature, involving areas such as quality, profitability, team effectiveness, workforce productivity, skill mix, process efficiency and leadership
  • c. Plan and manage programmes and their projects, through interpretation of national guidelines and using best practice management methodologies, including the production and maintenance of key documentation
  • d. Ensure that the intended benefits of all work supported are effectively planned and tracked.
  • e. Negotiate and agree expectations of the PMO Team and monitor delivery against these.
  • f. Use well developed communication and negotiation skills, and an adaptable approach, to gain, persuade and maintain support from stakeholders.
  • g. Design, plan and deliver bespoke facilitation and training sessions to fit customer needs, taking into account any anticipated barriers to success.
  • h. Ensure that programme budgets are managed, and benefits plans are produced, tracked and delivered
  • i. Produce reports, audits, surveys on progress of programmes and/or projects for presentation to the Improvement Programme Boards and other key stakeholders as required.
  • j. Ensure that risks and issues are identified, managed and escalated appropriately and where required adjust plans and strategies to ensure progress and delivery.

Recovery Programme

  • In addition, the postholder will deliver on the following items specific to the Trust Recovery Programme
  • 5. Support the governance of Recovery Programme groups and assist in the development and delivery of recovery and improvement plans across a broad range of complex activities and work streams.
