Waste Collection Manager

Job Introduction Waste Services are looking to recruit 2 x Waste Collections Managers to join the existing team of managers. They will be responsible for delivering daily operations across the district, in relation to all waste collection functions provided for domestic and commercial services. This is a demanding and busy role, covering the shared management of c240 employees, c80 vehicles and involves a high level of staff and customer interaction and resolution of operational challenges.

Main responsibilities of role:

Manage daily operations, ensuring that all routes are fully staffed, able to complete programmed work and minimising risk of service disruption, complaints and downtime. Inclusive or recruitment and onboarding of staff.
2.
Liaise with key stakeholders to ensure industry best-practice is followed and achieved and that new processes are trialled and introduced as required.
3.
Manage the collection, analysis and reporting of data received from the In-Cab devices and Body Cameras for the provision of managing poor and good performance.
4.
Ensure all accidents and emergencies on the public highway involving waste collection vehicles are attended to and vehicle accident forms are completed.
5.
To prepare and assist the Waste Collections Service Manager in presenting reports and statistics to the Head of Service and Assistant Director.
6.
Provide a thorough induction for all staff and ensure that the standard operating procedures are kept up to date and are communicated to staff on a regular basis.
7.
Carry out annual appraisals and ensure these are linked to regular supervisions. Use this process to continually assess the training needs of staff.
8.
Undertake and arrange all relevant training to ensure key legal requirements for waste collections are managed and up to date. This will include ICT, waste, driver and specialist training as required.
9.
Organise and chair regular staff meetings with up to 240 staff and communicate key information, issues and operational requirements with all staff.
10.
Identify and undertake appropriate action arising from concerns/complaints regarding service delivery.
11.
Carry out risk assessments and review all areas of waste collections, vehicle operations, legislation and depot safety.
12.
Directly responsible to the Waste Collection Service Manager, the post holder is essentially self-supervising and will be expected to exercise considerable initiative and professional judgement in carrying out the duties within the Authority’s policies and procedures.
13.
Management, development and motivation of staff to deliver a quality waste collection service to over 225,000 domestic properties and over 3,000 commercial customers.
14.
To liaise with relevant stakeholders across the Council to ensure continuity of service delivery. This will include Fleet Workshops, Street Cleansing, Highways and Finance.
15.
To attend monthly management reviews to demonstrate ways in which the collection service can incorporate new challenges in the way it delivers the service.
Applicants must have:
Experience in:
· Waste management, collection and disposal legislation.
· Operational management of frontline staff.
· Vehicle operations and/or route optimisation

Minimum level 3 Qualiification in:
· Operational management and/or
· Waste management and/or
· Fleet management

Car licence is essential for the role.

HGV licence is preferred but training may be provided.

The role will be:

Based at Harris Street Depot, Bradford but may be required to travel to depots around the district as required.

Tuesday to Friday 37 hours (9.25 hours per day plus 30-minute unpaid break)
Required to cover either shift pattern.
