Wireline Project Manager – FTTx / OSP-ISP Fiber Deployment (Canada Telecom)
Role Summary
The Wireline Project Manager is responsible for the end-to-end delivery of large-scale wireline deployment initiatives, including FTTx, OSP/ISP, transport, and fiber rollout projects. This role requires strong leadership, technical understanding of wireline infrastructure, and the ability to coordinate across engineering, construction, permitting, and operations teams. The Project Manager ensures all project milestones are delivered on time, within budget, and in compliance with telecom standards and regulatory requirements.
Key Responsibilities
1) Project Delivery & Execution
- Manage the full lifecycle of wireline deployment projects, including FTTx, OSP/ISP builds, transport upgrades, and fiber rollout.
- Develop and maintain project plans, schedules, budgets, and risk mitigation strategies.
- Monitor project KPIs, delivery timelines, resource utilization, and Cap Ex/OpEx compliance.
- Handle project issues, scope changes, and escalations to maintain delivery commitments.
2) Cross Functional Coordination
- Collaborate with engineering, construction, procurement, operations, and vendor teams to ensure smooth execution.
- Oversee site surveys, permitting, civil works, utility coordination, and quality assurance checks.
- Ensure site readiness and resolve blockers impacting field execution.
3) Compliance & Standards
- Ensure compliance with Canadian telecom standards, safety protocols, and municipal/regulatory requirements.
- Maintain adherence to environmental, utility, and rights of way regulations.
4) Reporting & Communication
- Prepare and deliver project status reports, dashboards, and executive level updates.
- Maintain accurate project documentation, trackers, and progress logs.
- Communicate effectively with internal teams, contractors, vendors, and leadership stakeholders.
Essential Skills
Technical & Functional Skills
- Strong understanding of wireline technologies:
- FTTx / GPON
- OSP/ISP network construction
- Experience with:
- Fiber construction and installation
- Fiber splicing & testing (OTDR, power meter, light source)
- Permitting and utility coordination
- Strong knowledge of field deployment processes and industry best practices.
Soft Skills
- Excellent communication and leadership abilities.
- Strong stakeholder management and vendor coordination skills.
- Problem solving mindset with attention to risks, dependencies, and field constraints.
Qualifications
- Bachelor’s degree in Engineering, Telecommunications, or a related field.
- PMP certification preferred (or working toward certification).
- Experience working with major telecom operators or large-scale fiber rollout programs is an asset.
