Job Description Position Purpose summary:
The Primary Case Worker provides intensive case management and counselling services for clients residing at Cuthbert House. The incumbent oversees resident supervision while maintaining the safety and security of the facility and everyone living in it. This position provides efficient, safe, and secure operation of the open custody facility and supports the staff team. Cuthbert House is an Open Custody/ Open Detention residential facility for male youth between the ages of 12
-20, who are involved in the criminal justice system.
Accountabilities Client Supervision:
Ensure the safety and security of all Cuthbert House clients through superior and active supervision. Provide a detailed daily report of shift activities in the logbook, including whether routines were completed. Supervise residents in the facility and when escorting clients in the community in a lawful, safe, and expedient manner. Ensure that the telephone check-ins with the other facilities are completed each night.
Observe, assess, and document resident behavior and ongoing progress in a factual manner. Supervise the delivery of medication and ensure clients are provided with appropriate medical attention as required. Provide supervision and feedback to student placements.
Resident Case Management:
Provide comprehensive case management and counselling supports for assigned clients. Know and follow the policies and procedures of The Salvation Army Correctional & Justice Services Cuthbert House, Ministry of Children, Community and Social Services. Completed all tasks assigned by the Senior Case Manager. Complete all duties, reports, and logs as per shift description. Refer clients to outside resources and counseling when needed.
Complete plan of care for each assigned client within 30 days of entry into the system and provide regular updates. Assist youths to address their criminogenic issues. Deal with interpersonal relationships within Cuthbert House in a therapeutic manner. Appear in court when necessary. Challenge and address criminal conduct and thinking. Support youths in fulfilling their spiritual needs in a holistic manner.
Deliver group programming when required.
Health & Safety:
Assume delegated responsibility for the facility as it relates to health & safety. Ensure residents are provided with appropriate medical attention as required. Deal with serious incidents and crisis in a safe and therapeutic manner. Communicate and enforce facility rules while maintaining discipline and safety. Participate as an active member of the Joint Health & safety Committee.

MANAGERIAL/Technical Leadership RESPONSIBILITY:

Director. The Senior Case Manager functions as a team lead providing direction on tasks and support to this position.

FINANCIAL AND MATERIALS MANAGEMENT:
Responsible for the safekeeping of materials and equipment for own use. Does not process any financial transactions.
WORKING CONDITIONS:
Working environment is typically in the facility in generally agreeable conditions. Regular travel to and from scheduled and unscheduled appointments (20% travel). May encounter hostile clients. Some unscheduled overtime maybe associated with this position. Works rotational shifts.
Education and Experience Qualifications Completion of a formal post-secondary/college diploma program of 2 or 3 academic years in Social Service Work, Corrections, and/or Childcare. First Aid & CPR Training. Non-Violent Crisis Intervention Certificate or willingness to obtain. Valid unrestricted Class G Driver License would be an asset. Food Handling Certificate. Alternative combinations of education and experience may be considered.
Experience and Skilled Knowledge Requirements Minimum of 2 years of prior related experience in the Corrections field.
Knowledge and experience in Case Management processes and practices.
Strong knowledge of the youth corrections system.
