As the administrative head of the Municipality, the C.A.O. is responsible for providing effective support and advice to the elected Reeve and Council within the framework of the Provincial, Federal legislation and the RM’s municipal by-laws. The CAO leads professional leadership and strategic direction for the management team of the Rural Municipality of North Cypress Langford, developing, implementing, and executing policies, strategies, and objectives approved by Council to address the immediate and long‑term needs of the Municipality.
Vital to this role is the ongoing open communication and effective relationships between Council, administration, the province, local business, ratepayers, and the public.
This is an indefinite term position for up to one (1) year, with the possibility of extension based on operational needs and performance.

WHAT YOU WILL DO- Lead the development and execution of the Municipality’s long‑term strategic plans and organizational priorities.
- Oversee municipal operations, ensuring effective service delivery, policy implementation, and achievement of Council objectives.
- Provide strategic advice and regular reporting to Council on operations, financial performance, emerging issues, and opportunities.
- Develop and manage annual operating and capital budgets while ensuring sound fiscal management and accountability.
- Lead, mentor, and develop senior staff, supporting a high‑performing organizational culture and succession planning initiatives.
- Oversee human resources, including recruitment, performance management, compensation, and organizational development.
- Provide leadership on land use planning, economic development, procurement, and major municipal initiatives.
- Build and maintain strong working relationships with Council, government agencies, neighbouring municipalities, stakeholders, and the public.
- Post‑secondary education in public administration, business administration, or a related field.
- Certified Manitoba Municipal Administrator (CMMA) designation, or willingness to obtain.
- Minimum three (3) years of progressive municipal or public sector leadership experience, including executive leadership experience preferred in a small or rural municipality.
- Demonstrated leadership, team‑building, staff management, and change management abilities.
- Strong knowledge of The Municipal Act, municipal governance, budgeting, fiscal management, and municipal operations, including the ability to communicate financial information effectively.
- Experience working with elected officials, Boards, community volunteers, staff, and the public, with a strong understanding of good governance principles.
- Excellent communication, interpersonal, consensus‑building, conflict resolution, organizational, problem‑solving, and decision‑making skills.
- Ability to work independently and collaboratively in a high‑pressure environment with competing priorities and tight deadlines.
- High level of integrity, professionalism, political awareness, innovation, adaptability, and sound judgment.
- Proficiency with standard business and municipal software systems.
