Position: By-Law Enforcement Officer (PFT) (CUPE 9.26)

Position

Description:

  • Perform duties as a Municipal Law Enforcement Officer to enforce Municipal By-Laws and Ontario provincial acts including, but not limited to, receiving and documenting verbal and written complaints and serving Orders.
  • Interpret bylaws, provincial acts, regulations for the purpose of administering and enforcing the appropriate legislation to an acceptable standard.
  • Perform on-site inspections of By-Law violations by taking photographs and interviewing alleged violator(s) and other individuals as required.
  • Maintain accurate and up to date notebook records of all activities.
  • Maintain accurate and up to date investigative records using an internal database such as Cityview.
  • Ability to effectively utilize various Microsoft Office applications including, but not limited to, Outlook, Word, Excel and PowerPoint.
  • Facilitate Ontario Land Title searches.
  • Liaise with various other government and enforcement agencies.
  • Issue Orders, letters, notices.
  • Prepare cases for court using thorough and appropriate investigation and documentation methods.
  • Prepare and swear to affidavits, subpoenas and various other court documentation, serve and file same, arrange initial court dates and the attendance of interested parties, prepare summarization of court briefs for the Counsel.
  • Attend Provincial Offences or Superior Court of Ontario for purposes of trials and Examinations of Discovery. Provide court testimony when required.
  • Prepare written submissions using eScribe and attend By-Law Appeals Committee hearings and Council meetings for the purpose of briefing members when required.
  • Issue Provincial Offences tickets and prepare control sheets for Ontario Court, Provincial Division.
  • Issue County Parking Infraction Notices, enter data into a supporting database and file as required.
  • Assist in the research and review of new or amended legislation related to various Norfolk County By-Laws.
  • Stay current with case law and how it affects the interpretation and implementation of by-laws and other issues (, civil issues).
  • Other duties as assigned.
  • Requirements

    Knowledge and

    Experience:

  • Successful completion of post-secondary education in an Ontario Police Foundations or Law and Security course, an Ontario Ministry of Natural Resources and Forests, Ministry of Transportation, Alcohol and Gaming Commission, Special Investigations Unit or similar enforcement training course, or a graduate of the Ontario Police College, RCMP Depot or the Canadian Armed Forces Military Police training course.
  • Successful completion of the Ontario Municipal Law Enforcement Officer’s Association training program is considered an asset.
  • A minimum of three years related investigative experience in the interpretation, administration and enforcement of law including one or more of provincial statutes, local by-laws, provincial regulations and legislation, federal law or military law.
  • Skills and Abilities:

  • Good working knowledge of the Ontario Provincial Offences Act, Ontario Building Code Act and Ontario Municipal Act.
  • Superior organizational and time-management skills.
  • Excellent written and verbal communication skills. Teaching and/or presenting to groups of people is considered an asset.
  • Experience in the editing and creation of municipal by-laws is considered an asset.
  • Excellent research and investigative skills.
  • Excellent conflict resolution skills.
  • Computer skills in corporate standard software (Microsoft Office) and ability to utilize department specific software including data entry and search skills and creating and modifying associated documents.
  • Valid Ontario G driver’s license and access to a reliable vehicle including the ability to provide a drivers abstract when requested during the recruitment process.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment and have a basic understanding of the Ontario Occupational Health and Safety Act.
