Job Purpose
Responsible for leading, assembling, and managing estimates, budget controls, and risk assessments during the preconstruction phase for all scopes and disciplines of work. Develop relationships with Vendors and Trade Partners to maximize efficiency and project success.
Essential Duties- Work with the VP‑Preconstruction Services/Director of Preconstruction to establish a bid team with assignments.
- Coordinate bond requirements with VP‑Preconstruction Services.
- Schedule pre‑bid requirements.
- Manage the bid solicitation process.
- Coordinate and manage project‑specific MBE/WBE requirements.
- Read and interpret drawings and project specifications.
- Create the Timberline estimate for the input of items by the bid team.
- Identify project risk and potential impacts.
- Attend pre‑bid meetings.
- Review general conditions, site logistics, schedule, and scope of work.
- Thoroughly review project plans and specifications and coordinate with teams for complete scope.
- Perform multi‑level estimating techniques on alternative bid delivery systems.
- Manage bid form requirements and assemble final costs.
- Perform comprehensive quantity takeoffs and associated costs utilizing labor, material, and equipment cost breakdowns.
- Analyze and secure costs for project‑specified items with appropriate subcontractors and vendors.
- Prepare the pre‑bid construction schedule.
- Organize and participate in drawing/estimate reviews.
- Designate a bid runner.
- Analyze alternative means and methods to determine the best value for the project.
- Assist with the direction of bid day requirements.
- Develop bid package scopes of work and required bid documents with assistance from the project manager and build team.
- Define and manage the post‑bid analysis/scope review process and assist with subcontractor selections.
- Coordinate and assist with project hand‑off meetings.
- Participate in pre‑construction services type work such as budgeting, design meetings, and value engineering services.
- Assist and participate in presentations with clients.
- Visit project sites to determine construction methods.
- Build and maintain relationships with key subcontractors, suppliers, and clients.
- Manage the collection and archiving of cost history, and maintain the estimating software database.
- Evaluate industry cost trends.
- Review, train, and manage work prepared by project estimators.
- The position reports to the Director of Preconstruction.
- Indirectly reports to the Vice President of Preconstruction Services and Regional Leaders. (Reasons: Coordination of estimating responsibilities and resource management)
- Directly reporting to this position are:
None. - Indirectly reporting to this position are Project Estimator, Estimator, Preconstruction Coordinator, Co‑op/Intern, Project Manager, Project Superintendent, and Project Engineer. (Reasons: Functional assignments as they relate to estimating various projects.)

- Organize and complete conceptual estimating.
- Bachelor’s degree or equivalent experience in Civil or Mechanical Engineering or Construction Management.
- 5 or more years of estimating experience in the construction industry.
Ability to read, analyze, and interpret complex documents. Ability to write routine reports and correspondence. Ability to effectively present information in one‑on‑one and small group situations to customers, clients, and other employees of the organization.
Computer SkillsProficiency with office equipment, computers, and various PC software programs and knowledge of estimating software.
Other SkillsWell‑organized, self‑motivated, and able to proficiently perform duties with little supervisory guidance.
Certificates, Licenses and RegistrationsValid driver’s license with clean driving record. Motor vehicle report required.
