An exciting opportunity for a qualified accountant, this post supports the Finance Business Partner to provide sound Financial Management services to meet the requirements of financial reporting and control at Health Board and service level.
The post holder will be required to:
Contribute to the preparation of the Health Board's annual budget setting, monthly finance reports and the production of the monthly financial monitoring returns to Welsh Government.
Work unsupervised at a senior level and use own initiative to make decisions with only occasional reference to own line manager.
Take the lead role in the maintenance and development of sound financial management systems and will have specialist knowledge of all aspects of financial management within the NHS regime.
Provide strategic financial and business case advice and will be expected to analyse and interpret highly complex financial management information to provide policy direction for the Health Board within areas of expertise.
Develop plans and persuasively communicate complex financial information.
Manage staff within the Management Accounts section.
Within agreed areas of accountability, be responsible for financial reporting and the provision of advice to others, for revenue budgets and the financial implications of development proposals.
As a senior member of the Finance team the post-holder will be expected to take the lead in providing financial management support to a significant service area.
Main duties of the jobThe post holder will:
Work with the Finance Business Partner to develop and implement effective financial policies and procedures to ensure the Health Board remains financially viable, minimises financial risk and maximises use of resources.
Manage staff in the Management Accountancy team.
Proactively contribute to the management of the financial performance of a portfolio of budgets, identifying the key financial pressures and appropriate corrective action.
Provide robust and timely budgetary control information, including manpower and associated activity data.
Advise and support managers in the preparation of business cases for revenue developments.
Maintain control systems over allocation of budgets and staffing establishments within areas of responsibility.
Prepare regular reports on the current and forecast financial position and performance for:o Health Board Management Teamo Non-Executive Directors o General Managers o Service level budget holders Prepare or verify forecast budget calculations on complex or/and high value and high-risk areas of expenditure, e.g. pharmacy, SLAs.
