Position: Work Test Control Coordinator

ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

The Work, Test, Control (WTC) Coordinator processes and maintains Work Authorizations and tag-outs utilizing in-depth knowledge of all ship’s systems, components, and operations. Identifies work and isolation boundaries utilizing ship’s drawings, blueprints, technical manuals, and other schematics;
Coordinates the isolation and restoration of ship’s systems and components to ensure that all maintenance and testing can be performed safely for all repair activity personnel without detrimental effects to the ship’s systems and operations. Candidate tracks and maintains status of all maintenance performed for restoration of systems to operational readiness as maintenance and testing is completed.

POSITION DEMANDS (Education/Training)

High school diploma or GED

Must be able to meet requirements for obtaining a D.O.D. Regional Contractor Badge

Must be able to meet requirements for access to US Navy/USCG bases and Controlled Industrial Areas

POSITION DEMANDS (Required Experience)

Previous experience using the U.S. Navy Tag-Out Program, Tag-Out Users Manual (TUM), and Joint Fleet Maintenance Manual (JFMM) (Shift Operations Management System (SOMS) experience a plus)

Familiar with WTC requirements contained within the JFMM

Prior ship testing and knowledge of shipyard activities

Ability to assist in developing testing plans and procedures with Test Engineer/Supervisor

Possess good interpersonal and communicative skills, both orally and written, for constant interaction with all shipboard departments and employee levels

Ability to read and comprehend work specifications, work orders, blueprints, and technical publications

Intermediate Level experience using MS Office software applications

3 years supervisory experience in electrical or mechanical repair work

2 years customer service related experience

Former U.S. Navy senior enlisted personnel and junior officers from the engineering, combat systems or aviation maintenance fields are well suited for this type of work

Regular, reliable attendance on-site is an essential function of the job

WORKING RELATIONSHIPS

Reports to the Lead Project Manager

Maintain an excellent working and communication relationship with Project Team Members, Production Team Managers, Foremen, Quality Assurance Department, teaming partners, and ship’s force.

Provides direct assistance to the Project Managers in support of production execution.

PRINCIPAL RESPONSIBILITIES

  • Maintain accurate and timely Work Authorization Forms (WAFs), WAF Log Index, and Work Authorization Training records
  • Instruct sub-contracted Repair Activities (RAs) about the U.S. Navy Work Authorization/WTC/Tag-Out Program; provide NAVSEA 110 required training.
  • Conduct training on and provide the Energy Control Program.
  • Provide customer service interface between sub-contracted RAs, SBS, and the Ship
  • Review work specifications, U.S. Navy Drawings and NAVSEA Standard Items associated with submitted WAFs
  • Track WAF authorization and WAF closing process
  • Monitor WTC process; initiate WAF revisions and Tag-Out revisions as necessary
  • Write WAF status and progress reports as required by the Project Team
  • The ability to understand system integration and the impacts involving multiple system isolations.
  • Understand the CU Phase process and the ability to assign the correct phase on the associated WAF.
  • Understand the importance of work scheduling and shipyard integration. Work with minimal supervision; anticipate potential conflicts; identify and provide solutions

ACCOUNTABILITY

  • Review WAF status progress reports and direct resolution of conflicting report information
  • Reply accurately to WTC and WAF process and procedure questions
  • Set up WTC office on new projects
  • Act as RA for system/component isolation & tag-out in accordance with TUM
