The Human Resource Consultant 1 performs first‑level professional human resource assignments in one or more areas such as recruitment and selection, classification, benefits, labor relations, HR information systems (HRIS), employee training, and reasonable accommodations. Provides guidance to employees, supports HR program administration, ensures compliance with policies and regulations, and promotes equitable practice across the workforce.

Responsibilities
  • Serve as the initial point of contact for general HR inquiries, identifying needs, resolving issues, providing guidance to employees on HR policies, procedures, and regulations, and/or directing them to appropriate staff as needed.
  • Provides professional support for HR operations to ensure accurate, compliant, and customer‑focused services that promote equity and organizational effectiveness.
  • Review and complete unemployment claims and L&I claims.
  • Maintain personnel files ensuring accuracy and compliance.
  • Assist with onboarding new employees.
  • Processes leave to ensure accurate tracking, compliance, and responsive support for employees and organizational needs.
  • Supports records management and compliance functions by ensuring accurate retention, timely disclosure, and continuous improvement of HR practices in alignment with regulatory requirements.
  • Contributes to training and organizational development by supporting the design, delivery, and tracking of HR programs that align with policies, promote equity, and strengthen workforce effectiveness.
  • Attend Labor Management Communication Committee (LMMC) and take meeting minutes.
Minimum Qualifications
  • High School Diploma or equivalent.
  • Experience working in an administrative setting.
  • Ability to work in a fast‑paced environment with multiple disruptions.

This is a full‑time classified position scheduled to work 40 hours a week, with a salary range of $49,116–$66,012 annually. All classified positions will start their salary at Step A; when you have completed six months of probation, you will receive a 5 percent pay increase. A collective bargaining agreement exists, and this position is covered by the Washington Public Employees Association (WPEA) Union.

  • Prior to a new hire, a background check including criminal record history will be conducted.
