Responsibilities

The Accountant II performs routine accounts payable tasks and serves as the functional specialist for the Regional Accounting Office. Key duties include:

  • Audit work of others for accuracy and ensures timely corrections.
  • Develop, evaluate, and present creative solutions to unit business and accounting needs.
  • Use knowledge of HHS procurement policy to make decisions on proper payment methods.
  • Act as the first‑line contact with State Office Accounting, Budget, Purchasing, Asset Management, vendors, and other state agencies.
  • Assist external and internal customers with understanding Accounts Payable rules and regulations.
  • Research, resolve discrepancies, analyze, and process accounting transactions.
  • Provide backup coverage for others in the unit.
  • Participate in disaster response or COOP activation as required.
Essential Job Functions (EJFs)
  • Attend work on a regular schedule in accordance with agency leave policy.
  • Coordinate, provide technical guidance, and ensure accuracy of Accounts Payable operations.
  • Create complex manual vouchers for agency payments and corrections.
  • Audit and verify all source documents to ensure validity of invoices or payment requests.
  • Direct agency staff and management to ensure accurate preparation of all complex accounts payable transactions.
  • Maintain current and accurate list of funding, chart field, and system records.
  • Perform in‑depth analysis of vendor financial information and expenditures.
  • Participate on special projects as required or requested.
  • Provide backup coverage for others in the unit and team members using a rotational task schedule.
Knowledge, Skills & Abilities (KSAs)
  • Knowledge of generally accepted accounting principles and procedures.
  • Skill in the use of automated accounting systems.
  • Ability to review and audit the work of others to interpret and apply accounting theory and business processes.
  • Ability to efficiently process accounting information to ensure data integrity.
  • Effective communication, oral and written, with internal and external customers.
  • Proficiency with Microsoft Office applications including Outlook, Word, Excel, and Access.
Initial Screening Criteria
  • Experience in accounting and financial operations; payables experience is preferred.
  • Experience with a computerized accounting or bookkeeping system.
  • Graduation from a standard senior high school or equivalent.

    Applicants must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks. Males between the ages of 18‑25 must register with the Selective Service. All State Supported Living Center employees are subject to random drug testing. The position may require overtime, extended hours, weekends, and holidays.
