Summary

The Political Affairs and Security Policy Division leads on the political aspects of NATO’s core tasks and is the International Staff’s political hub for partnerships. To enable this, the division has established a number of NATO Satellite Offices (NASOs) around the world. The NASO Finance and Administration Coordinator ensures efficient planning, execution, and reporting of administrative functions across the office, including financial oversight, human‑resources activities, procurement and logistics, ICT liaison, and implementation of local security procedures in line with NATO policy.

Key Responsibilities
  • Act as the principal interface between the NASO and NATO Headquarters’ support divisions.
  • Provide expertise in financial, administrative, and procurement procedures and ensure alignment with NATO’s Financial Regulations.
  • Coordinate implementation of administrative workflows across procurement, asset management, recruitment, and financial processing.
  • Serve as the focal point for ERP transactions and purchase requisitions.
  • Ensure accurate financial, procurement, and HR documentation is filed digitally and physically in accordance with IKM guidelines.
  • Monitor financial reports, budget forecasts, and expenditure tracking.
  • Act as the main administrative liaison with NATO HQ services (Finance, HR, Procurement, ICT) and represent the NASO in relevant communications.
  • Collaborate with Security Support Officer and NCIA services to implement local security and ICT protocols.
  • Support onboarding and induction of newcomers and collaborate with NASO HR teams at HQ on contract administration and payroll processes.
  • Contribute to the refinement of administrative policies and tools, including inputs to the NASO Handbook and office templates.
  • Manage Locally Engaged Staff in the Core Admin Team if required.
  • Perform any other related duties as assigned.
Qualifications Essential
  • Higher secondary education with a minimum of 6 years experience in administrative or organisational work, OR upper vocational training/post‑secondary degree with a minimum of 3 years experience in administration or finance.
  • Experience coordinating or supporting HR, procurement, and/or financial procedures in a complex international, governmental or NGO setting.
  • Proficiency in financial and administrative software systems, spreadsheets, ERP tools, and MS Office.
  • Excellent interpersonal, organisational, and written communication skills in English.
  • Minimum NATO language levels:
    English/French V (Advanced) in one language and I (beginner) in the other.
Desirable
  • Experience supporting an international mission, embassy, multilateral organisation or NATO‑affiliated office.
  • Working knowledge of NATO financial regulations or public sector procurement principles.
  • Familiarity with ICT coordination or ERP workflows.
  • Understanding of host‑nation labour law, tax and social security frameworks.
  • Knowledge of local languages (Arabic; Romanian/Russian; Georgian/Russian).
Contract

Definite‑duration contract of 3 years with possibility of renewal for up to 3 years. Second‑ed applicants receive a 3‑year contract subject to national‑authority agreement.
