General Statement of Duties

This is very responsible clerical work involving preparation and processing of forms covering employee Health Insurance, Life insurance, Dental Insurance, Vision Insurance, and Pension Plan Enrollment. Work involves responsibility for providing administrative and specialized support services such as employee benefit enrollment, informational updating of employee benefit files, handling of employee and health care providers questions concerning benefit coverages, administration of the retiree insurance benefit program, and group insurance monthly billing.

The work requires that the employee understand Insurance benefit administration procedures, benefit plan coverages, and group insurance billing procedures.

Supervision Received

Works under the General supervision of the Supervisor of Payroll.

Illustrative Duties

Carries out administrative procedures of an employee benefit program covering the Health Insurance, Life Insurance, Dental Insurance, Vision Insurance, and Pension Programs involving such functions as Employee benefit enrollment, Pensioner Benefit enrollment, claims processing, claims trouble shooting, group premium billing, premium payment processing, and employee counselling. Maintains employee records concerning insurance coverages, beneficiary data and pertinent employee personnel data. Assists employees in claims processing and explanation of Insurance Benefits Coverages.

Handles all inquiries from insurance carriers as to verification of coverages. Processes all paperwork concerning employee benefit terminations. Records all retiree insurance payments and processes payments to business office far deposit. Handles all retiree benefit administration. Performs the entire insurance group billing administration process. Administers the employee insurance buy out program. Coordinates the Open Enrollment Insurance program. Performs related work as required.

Minimum Qualifications

Knowledge, Skills, and Abilities:
Thorough knowledge of administrative policies and procedures concerning insurance and pension programs. Thorough knowledge of insurance plan benefit coverages and claims processing procedures. Considerable skill in accurately processing retiree premium payments and insurance group billing payments to various insurance carriers. Considerable ability to communicate effectively orally and in writing. Considerable ability to maintain accurate records and prepare employee benefit reports.

Considerable skill in operating a typewriter, word processor, and personal computer.

Experience and Training

High School graduate or equivalent supplemented by courses in business administration and at least 3 years experience in employee insurance benefit administration, or any equivalent combination of experience and training which provides a demonstrated potential for performing the duties of the position.
