About the role We are seeking an experienced regulatory professional to play a key role in shaping HL's response to the evolving UK financial services regulatory landscape. The role will support and manage HL's regulatory engagement activities, providing strategic insight on emerging regulatory and policy developments, and helping to influence outcomes that support HL's long-term objectives.

Working as part of the second line of defence (2

LoD), you will be responsible for monitoring and interpreting regulatory developments, coordinating external engagement with regulators and industry bodies, and supporting the development of consultation responses and policy positions. You will work closely with senior stakeholders across the business, Compliance, Risk, Legal, and Public Affairs functions to ensure HL is well-positioned to anticipate, understand, and respond to future regulatory change. This is a highly visible role requiring strong regulatory expertise, excellent stakeholder management skills, and significant experience engaging with regulatory and industry stakeholders.

The successful candidate will act as a trusted advisor to the business, helping HL navigate an increasingly complex regulatory environment while contributing to wider strategic and policy discussions. What you'll be doing Regulatory Engagement & External Affairs Manage and coordinate HL's engagement with regulators. Develop and maintain strong working relationships with key regulatory contacts to support HL's strategic objectives. Represent HL at industry forums, working groups, round tables, and regulatory engagement meetings where required.

Support senior leaders in external regulatory interactions and prepare briefing materials as required. Manage and oversee compliance with the Regulatory Engagement Policy. Regulatory Policy & Influence Lead or coordinate the development of responses to FCA consultations, discussion papers, and calls for evidence. Work with business stakeholders to develop clear organisational positions on significant regulatory and policy developments. Partner with Public Affairs, Compliance, Legal, and business teams to support HL's regulatory and policy influence agenda.

Assess proposed regulatory reforms and identify opportunities and risks for the business. Regulatory Surveillance & Insight . Produce high-quality regulatory briefings, reports, and updates on current and emerging regulatory issues. Support our senior leadership, including through governance forums and committees, by providing informed analysis and strategic regulatory insight. Strategic Regulatory Risk Management Partner with business leaders to identify emerging regulatory risks and opportunities.

Support the development of proportionate responses to regulatory developments and policy changes. Escalate significant regulatory developments, risks, and external engagement matters through appropriate governance channels. Regulatory Change & Business Partnership Act as a subject matter expert on regulatory developments and their broader strategic implications. Collaborate with Compliance, Risk, Legal, and business teams to ensure consistent interpretation of regulatory developments. Contribute to strategic regulatory change initiatives and broader Compliance objectives.

Reporting & Communication Prepare and deliver concise executive-level reporting on regulatory development and engagement and activities, and emerging policy issues. Produce briefing papers, presentations, and thought leadership materials for senior management and governance forums. About you Regulatory Engagement Experience managing regulatory engagement activities within a UK financial services organisation. Strong track record of building and maintaining relationships with regulators, policymakers, industry bodies, and other external stakeholders.

Experience representing organisations in external forums and influencing policy discussions through effective stakeholder engagement. Experience coordinating and drafting consultation responses, discussion papers, and industry submissions. Regulatory Knowledge & Policy Insight Strong understanding of the UK financial services regulatory framework, regulatory policy-making process, and supervisory environment. Excellent knowledge of current and emerging regulatory issues impacting investment, wealth management, or broader financial services markets.
