About the Role

An exciting opportunity has arisen for an Engineer to join our Highway Drainage Section in the Environment & Preventative team at Leicestershire County Council.

The successful applicant will join a motivated, friendly team of professionals assisting the Environment and Preventative Manager to provide the Council’s statutory duties as Highway Authority to provide effective highway drainage maintenance and delivery of highway flood alleviation schemes. To help maintain highway drainage assets, investigate, and resolve highway flooding issues and help support the actions in accordance with Leicestershire’s Highway Maintenance Policy and Procedures and Local Flood Risk Management Strategy.

The nature of the work may involve you carrying out work outside of normal working hours and at different locations than your designated base.

About You

To apply for this post, you must be able to evidence in your application how you meet the following criteria:

  • An HNC in Civil Engineering (or equivalent qualification) it would be ideal if you held IOSH, NEBOSH or equivalent H&S qualification and a Project Management qualification (e.g. PRINCE2 or equivalent) OR you have equivalent demonstrable work experience of flooding and highway drainage maintenance and development management.
  • Significant experience of operational project or work programme management and reporting.
  • Experience of providing professional, commercial advice and support to managers and supervisors as required and of developing and presenting project reports to peer groups and financial heads of department.
  • Comprehensive or significant experience in management of highways related projects, design development, specification and procurement, and contractual procedures
  • Experience of interpreting and writing technical and non-technical reports and providing technical advice and of engaging with suppliers, including attending and producing materials for meetings and are skilled in the use of IT such as AutoCAD to create technical drawings, blueprints and specifications
  • Knowledge of current legislation, policies and procedures;
    Highways Act, NRSWA, Traffic Management Act, Traffic Regulation Act, CDM etc., of technical competencies, principles of good project management; EG: PRINCE2 and of relevant technical guidance and standards; DMRB, Leicestershire Design guide, Manual for Streets etc.
  • Excellent communication and presentation skills including the ability to shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services. Have a methodical approach, with attention to detail and strong organisational, planning and project management skills
