We are looking for a Principal Traffic Regulation Order Engineer who can be a key stakeholder, decision maker and intelligent client for the delivery of new TROs and reviews of existing TROs across Gloucestershire. You will work with a dedicated team of professionals who are committed to improving traffic management and road safety to make a positive difference to our community.

About

The Team & Role

As a Principal Traffic Regulation Order (TRO) Engineer, you will work within the Council and Government legislation guidelines. You will support the TRO Manager and be the lead contact for all TRO design principles and provide pertinent, professional advice to internal Council teams, senior managers and Councillors.

You will act as the intelligent client and manage the assessment and technical analysis of TRO requests in accordance with Traffic Signs Regulations and General Directions (TSRGD) and the Traffic Signs Manual (TSM).

You will lead, project manage and be the key decision maker for all aspects of TRO schemes that may be implemented by the TRO Team, such as minor local parking restriction schemes, from initial assessment through to implementation, including the design, consultation, construction phase, programming and budget management process. This includes producing detailed design and works packages and acting as Client in accordance with CDM 2015 regulations.

You will undertake site visits to assess TRO scheme requests, measure up, erect notices and collaborate with the highway contractor to ensure swift construction of TRO schemes (including to mark up on site or fully supervise the works if required).

You will draft TROs and Statutory Notices, prepare and manage reports for cabinet and committee as well as manage correspondence from Councillors, MPs and the public, Freedom of Information (FOI) requests and complaints in respect of existing and proposed TROs.

You will help in public engagement and consultation processes, and update and maintain Park Map and Traffweb or other relevant websites or software as applicable.

About You
  • Excellent writing and numeracy skills and a high level of competence in both verbal and written communication.
  • Membership of a relevant UK professional institution (e.g., IHE, ICE, IHT).
  • Significant experience in project management, application and implementation of TRO schemes including the use of design standards such as the Traffic Signs Regulations and General Directions and the Traffic Signs Manual.
  • Significant experience of interpreting and applying highway legislation and working within statutory and regulatory functions related to TROs.
  • Significant experience of highway design specific to the elements required to implement a TRO, including signs and road markings with recent experience in the use of design software for signing and lining (e.g., AutoCAD, Key Sign/Key Post, Key Lines).
  • Proven experience in successfully leading, developing, and implementing projects in a timely and prioritised manner. Demonstrated ability to approach complex work in an orderly, analytical way and cope effectively in a pressured environment, demonstrating emotional resilience.
  • Recognition of political context and sensitivities and the ability to work effectively with people at all levels within the council.
