The West of England Mayoral Combined Authority (MCA) is seeking to appoint a Housing Pipeline & Partnerships Lead to join our Place Directorate.

This is a unique opportunity to help shape and deliver the region's housing and regeneration ambitions at a pivotal moment for the West of England. Through our Strategic Place Partnership with Homes England, we are building a long-term pipeline of housing and regeneration opportunities that will unlock investment, accelerate delivery and support sustainable growth across the region

As Housing Pipeline & Partnerships Lead, you will play a central role in identifying, shaping and progressing housing and regeneration opportunities, working with local authorities, Homes England, registered providers, developers and investors to bring forward a robust pipeline of projects capable of attracting public and private investment.

We're looking for a strategic, commercially aware and collaborative professional with a strong understanding of housing delivery, regeneration and development. You'll be comfortable operating in complex partnership environments, influencing senior stakeholders and translating regional ambitions into investable and deliverable opportunities.

This is a critical time in our growth journey and you'll be pivotal in helping us achieve our ambitions by:

  • Developing and maintaining a strategic pipeline of housing and regeneration opportunities across the West of England.
  • Working with Homes England, local authorities and delivery partners to identify investment opportunities and accelerate housing delivery.
  • Influencing national investment decisions and ensuring the region is well positioned to secure funding from Homes England and wider government programmes.
  • Supporting delivery of the Strategic Place Partnership and coordinating activity across partners to deliver shared priorities.
  • Identifying barriers to delivery and working collaboratively with partners to unlock progress on complex housing and regeneration schemes.
  • Aligning opportunities with the MCA's wider investment priorities, including the Future Places Fund and regional Growth Strategy ambitions.
  • Providing strategic advice, investment propositions and briefing material for senior leaders, Boards and elected members

What you’ll be doing

Are you someone who can build effective partnerships, influence senior stakeholders and turn ambitious ideas into deliverable opportunities?

In this role you will:

  • Lead development and oversight of the West of England's housing and regeneration pipeline.
  • Work across organisational boundaries to bring together partners around shared priorities and investment opportunities.
  • Support the region's engagement with Homes England and other government stakeholders, ensuring local priorities are reflected in national investment programmes.
  • Develop strong relationships with local authorities, registered providers, developers, investors and infrastructure partners.
  • Identify opportunities to secure additional investment and support delivery of more high-quality, affordable and sustainable homes.
  • Represent the MCA at regional and national housing and regeneration forums.

What you’ll bring

You'll be an experienced housing, regeneration, development or investment professional with a track record of delivering outcomes through partnership working.

We're particularly interested in people who have:

  • Experience working on housing, regeneration or development programmes within the public, private or housing sectors.
  • An understanding of how housing and regeneration projects move from concept through to investment and delivery.
  • Experience working with local authorities, government agencies, registered providers, developers or investors.
  • Strong stakeholder management and influencing skills, including the ability to work effectively in politically sensitive and complex environments.
  • Experience developing investment propositions, project pipelines, business cases or funding bids.
  • Excellent communication skills and the ability to provide clear advice to senior decision-makers.

Experience of Homes England programmes, regeneration funding, development finance or place-based investment would be particularly valuable but is not essential.
