Job Summary

An opportunity has arisen for a Registered Nurse or Allied Health Professional with experience of supporting individuals with a learning disability and/or Autism to join the Clinical Review team within BNSSG ICB.

Our small but effective team works with system partners and care providers to support the functions of the NHS Care (Education) & Treatment review policy and the Transforming Care programme. We focus on reducing the number of people with a learning disability and/or Autism who are in mental health inpatient settings and supporting admission avoidance streams.

Services are delivered using technology; the post holder must be IT literate and able to navigate remote platforms.

Based in the heart of Bristol, the ICB supports hybrid working. The post holder must be available for short‑notice in‑person meetings across the region.

Job Responsibilities
  • Coordinate and arrange the delivery of Assuring Transformation Cohorts Care (Education) and treatment reviews to the timescales set by NHS England.
  • Ensure the Dynamic Support Register is regularly reviewed with system partners.
  • Use the Local Emergency Area Protocol (LEAP) for individuals at imminent risk of admission; chair these meetings.
  • Support community services for ongoing case management where the emergency protocol has been utilised.
  • Collaborate with local authorities and system partners to enable timely person‑centred discharges.
  • Conduct quality assurance visits for all individuals within BNSSG’s cohort in line with Learning Disability and/or Autism Commissioner Oversight guidance.
  • Work collaboratively to meet discharge targets set by NHS England.
  • Maintain constructive relationships with a broad range of internal and external stakeholders.
  • Participate in relevant working groups, services and initiatives to provide information, analytical advice and expertise.
  • Present complex issues and information to a wide range of stakeholders.
  • Lead performance improvement initiatives where agreed.
  • Contribute to strategic planning, identifying inter‑dependencies, impacts, resource needs and contingency plans.
  • Help develop policies and procedures within own work function with broader organisational impact.
  • Provide support to the wider funded care team as required.
Person Specification Essential
  • Educated to degree level in a relevant subject or equivalent qualification.
  • Health or social care professional registered with a nationally recognised regulatory body (e.g. NMC, HCPC, Social Work England).
  • Significant experience operating in a politically sensitive environment.
  • Evidence of continued professional development.
  • Experience coordinating projects in complex and challenging environments.
  • Experience managing risks and reporting.
  • Understanding of the public sector.
  • Experience in a healthcare environment.
  • Ability to prepare concise, insightful communications for senior stakeholders.
  • Experience delivering presentations to diverse stakeholder groups.
  • Analytical skills to interpret complex issues from multiple sources.
  • Capability to make decisions from incomplete information.
  • Numeracy and understanding of financial issues.
  • Experience setting up and implementing internal processes and procedures.
  • Ability to plan short, medium and long‑term time frames and adjust resources accordingly.
Desirable
  • Post‑graduate degree in Management Studies or equivalent.
  • Experience monitoring budgets and business planning processes.
  • Knowledge of project principles, techniques and tools (e.g. Prince2 Foundation, Microsoft Project).
  • Knowledge of financial systems such as budget management, processing invoices and procurement.
