The West of England Mayoral Combined Authority (MCA) is seeking to appoint aProcurement Officer, to join the Commercial Team. Your key responsibilities in this role will be to support delivery of the Mayor’s priorities by ensuring our procurement activity is efficient, compliant and delivers commercial value for the West of England.
We’re looking for a dynamic, analytical and relationship‑focused procurement professional who is passionate about delivering high‑quality commercial outcomes. This is a critical time in our transformation and growth journey, and you’ll be pivotal in helping us achieve our ambitions by:
- Supporting the Procurement Business Partner to deliver a high‑quality service
- Developing procurement plans and managing requirements from concept to delivery
- Ensuring compliance with Contract Standing Orders and procurement best practice
- Completing RFQ processes through our electronic tendering system
- Providing operational contract management and stakeholder support
Are you someone whobuilds strong stakeholder relationships, manages competing priorities with confidence, and ultimately always focuses on delivering compliant, value‑for‑money procurement outcomes?
In this role, you will:
- Manage a portfolio of procurement requirements from initial concept through to delivery
- Publish and manage RFQs via our electronic tendering system
- Maintain the Procurement Work Plan and Contracts Register
- Support the development and delivery of procurement training and presentations
- Facilitate compliance with Contract Standing Orders and Public Contract Regulations
- Work with stakeholders to define requirements, timelines, routes to market and evaluation criteria
- Act as first point of contact for procurement queries and manage the Procurement Inbox
- Research markets, suppliers and government frameworks (CCS, Bloom, ESPO)
- Undertake the full procurement cycle including post‑tender approvals
- Provide tactical/operational contract management
You’ll be a proactive, organised and commercially aware procurement professional with the confidence to work autonomously while being part of a small, supportive team.
We’re particularly interested in people who:
- Have at least 2 years’ experience in a procurement role
- Have exposure to professional services/consultancy categories
- Understand government procurement frameworks
- Are working towards CIPS qualification (desirable, not essential and we can help you get on track through our Learning and Development support)
