Delivering programmes of national importance demands expertise in understanding how organisations align people, processes and technology to deliver the specified outcomes. As Manager within the Enterprise Digitisation and Change capability, you will bring demonstrable experience in designing and implementing Target Operating Models (TOM). You will be asked to design and implement a TOM for our client, enabling them to deliver one of the UK’s most ambitious transformation programmes with clarity, confidence, and control.

At Squarcle, we work in a matrix structure designed to support your growth and success. You’ll have a Performance Manager to guide your career development, and an Engagement Director to support your day‑to‑day project work. This role sits within our Enterprise Design and Change Capability, where you’ll work closely with our Enterprise Design Change MD and be asked to contribute to the development of the capability.

Your Performance Manager and project assignment will be confirmed once your first engagement is agreed.

As a Manager, within our Enterprise Design and Change capability, you’ll be joining us as we build momentum. This means there’s room for people to shape how we grow, not just keep up with it. Some of your key day‑to‑day activities will include:

• Leading the design and evolution of Target Operating Models for large, complex programmes - translating strategy into clear, actionable structures and ways of working
• Working with senior stakeholders to define how teams, systems, and governance align to deliver programme outcomes effectively
• Continuing to develop and refine our in-house TOM frameworks, tools, and methods - helping set the standard for how we deliver enterprise design
• Coaching and upskilling colleagues in TOM design and deployment, building capability across our wider consulting teams
• Bringing fresh thinking and lessons learned from live programmes to improve how we deliver transformation across the business

Each engagement will have a set of deliverables, which you will be responsible for. We’ll measure your success in the following areas:

• Clients trust you as a go‑to expert for shaping and delivering effective operating models
• The operating models you design are delivering measurable improvements and strong client feedback
• You’re helping to grow our Enterprise Digitisation and Change capability - developing tools, methods, and people around you
• You’re contributing to wider Squarcle activity, from supporting business development to sharing insight and thought leadership

• Driving clarity and alignment in a complex programme with multiple stakeholders, each with different priorities and perspectives
• Continuing to build and embed the TOM capability across the business while balancing delivery pressures
• Translating strategic objectives into practical, actionable operating models that actually work in practice across large‑scale, high‑stakes programmes

• Leading a sub‑capability area within Enterprise Design and Change, shaping how the team grows and develops
• Working on operating models that are central to our client offerings - influencing multiple opportunities over time
• Delivering an operating model for a high‑profile, complex programme that has real national strategic impact

• Proven experience designing and implementing operating models in complex programmes or organisations.
• Strong skills in business process management, strategy development, and translating plans into action
