Job Overview

Reporting to the Divisional Operations Director, the post holder will be a key member of the NMSK Senior Management Team at North Bristol NHS Trust, with a dotted reporting line to the Associate Divisional Director Surgery UHBW. They will be accountable for maximising elective activity in Trauma and Orthopaedics (T&O), Rheumatology and Pain across the Bristol Hospital Group and for facilitating the delivery of performance targets across three sites.

Additionally, the post holder will lead the Bristol Surgical Centre, ensuring delivery of defined benefits within the Business Case and sustaining the GIRFT Surgical Hub accreditation process. This will involve strategic system-wide leadership, influencing and collaboration with regional and national commissioners and stakeholders.

The post holder requires strong leadership, influencing and team-building skills. They will have significant operational management experience in an NHS or large public sector organisation, including budget accountability.

Main Duties of the Job
  • Provide system-wide leadership across BNSSG T&O services supporting clinical and non-clinical teams.
  • In collaboration with other members of the divisional senior management team, be responsible for the development and delivery of the business plans for T&O services across the Bristol Hospital Group.
  • Provide operational oversight, working closely with the General Managers, of the developing Rheumatology and Pain Group Clinical Services.
  • Deliver benefits realisation of the T&O, Rheumatology & Pain Group Clinical Service with oversight of clinical service integrations across acute, Sirona and primary care.
  • Manage departmental budgets to ensure efficient and effective use of resources and achievement of financial targets.
  • Direct line management of Assistant General Managers in T&O across the hospital group.
Person Specification Education / Training / Qualifications

Essential Criteria
  • Graduate level education and/or professional qualification.
  • Management qualification e.g. NEBs, CMS, DMS, etc (or equivalent relevant experience).
  • Evidence of extensive and recent commitment to continuing leadership development.
Education / Training / Qualifications – Desirable Criteria
  • Prince 2 Programme Management Qualification.
Work Experience

Essential Criteria
  • Extensive leadership and operational management experience gained in a large public sector organisation.
  • Experience of managing a large budget and delivering significant and challenging annual savings plans.
  • Experience of leading and managing substantial service change and redesign in a complex environment.
  • Experience of effective budget management as well as development and delivery of cost improvement plans.
Work Experience – Desirable Criteria
  • Successful track record within operational management, gained within an NHS setting.
Knowledge / Skills / Abilities

Essential Criteria
  • Ability to manage complex operational situations across a range of professional and organisational boundaries.
  • Demonstrable track record of performance management and improvement along with robust knowledge of RTT/DM01 management.
  • Detailed knowledge of current acute Trust issues.
  • Experience of developing and implementing strategic, annual, business, financial and capital plans.
  • Experience of managing programmes of continuous improvement and change management in complex environments.
Knowledge / Skills / Abilities – Desirable Criteria
  • Developed knowledge of the provision of diagnostic services within a large acute Trust, underpinned by theory and experience.
