Position Summary
The Emergency Management Program Manager is responsible for the administration, operations, and development of the emergency management program at Boston Medical Center – South. This role requires an experienced professional with broad expertise in emergency management, public health, and hospital administration, ensuring regulatory compliance, disaster preparedness, response coordination, and continuity of operations.
Reporting to the Chief Operating Officer and indirectly to the Chief Medical Officer, the Program Manager collaborates with clinical and non-clinical leadership across BMCHS’ ambulatory and operational sectors to implement emergency preparedness strategies and maintain enterprise-wide resilience. The Program Manager will also lead interdisciplinary teams, implement policies and tactical procedures, and coordinate with external agencies to enhance BMCHS’ emergency response capabilities.

Program Implementation and Emergency Preparedness – Lead interdisciplinary teams to execute integrated emergency management planning, training, and exercises.
Author operational-level emergency response plans and tactical procedures for enterprise resilience.
Coordinate strategic risk reviews with key stakeholders, maintaining Hazard Vulnerability Analyses (HVA), the Emergency Operations Plan (EOP), and Annexes.
Ensure regulatory compliance with Joint Commission, CARF, CMS, MEMA, COBTH, FEMA, DHS, and other agencies.
Coordinate and oversee the procurement, maintenance, and deployment of emergency management equipment.
Assist in the management of grant-funded programs, including financial planning, compliance reporting, and proposal development.
Serve as a key emergency management leader during incidents, disasters, and activations.
Represent BMC at city, state, and federal emergency management meetings and regulatory audits.
Personnel & Team Leadership – Supervise, mentor, and manage emergency management staff, graduate interns, and residents rotating through the department as required.
Conduct staff training, after-action reports, incident action reports, and development programs to enhance readiness.
Promote a culture of excellence, ensuring team members remain aligned with BMC’s mission and emergency preparedness goals.
Collaboration & Stakeholder Engagement – Build and maintain strong professional relationships across BMCHS departments, facilities, and external agencies.
Engage in community outreach and professional networking to enhance emergency preparedness initiatives.
Work closely with hospital leadership, public health organizations, and emergency response agencies to improve disaster response and coordination efforts.
Operational & Administrative Responsibilities – Manage data collection, documentation, and reporting related to emergency preparedness initiatives.
Manage the Emergency communications platform (e.g., Alertmedia, Send Word Now).
Facilitate weekly staff meetings, reviewing program effectiveness, staff needs, and regulatory updates.
Facilitate Emergency Management Committee, coordination meetings, and organizing committee work, and manage minutes.
Coordinate collaborative meetings among various facilities of the BMCHS as required.
Other Requirements – On-call availability to lead emergency management response activities, including nights, weekends, and holidays as needed.
On-site availability to effectively coordinate with interdepartmental teams, implement training, and manage emergency management response activities.
Ability to conduct emergency preparedness training and lead real-time crisis response efforts.
Additional business duties may be assigned based on business needs and organizational requirements.
Bachelor’s Degree in Emergency Management, Healthcare Administration, Public Health, Occupational Health & Safety, or related field.
