Responsible for the coordination and oversight of various housing or multifamily development projects implemented using the County’s State Housing Initiative Partnership (SHIP) program. The Housing Rehab Specialist role involves professional and technical office and field work requiring extensive skills in building construction, with emphasis on residential rehabilitation and new construction to include working with local contractors, housing vendors, non‑profit and for-profit developers, and county departments.
This position will provide direct assistance to homeowners, various housing vendors, and developers seeking assistance to renovate, repair, replace and/or construct homes and/or multifamily properties. The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all‑inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.
- Prepares Scope of Work write‑ups including specifications and cost estimates.
- Prepare and review bid packages, documents, and facilitate the bid process.
- Schedule open houses and meet with contractors to review proposed projects.
- Provide technical assistance to applicants on all phases of residential and commercial constructions to include interpreting and explaining the appropriate codes, regulations, and contracts to recipients, contractors, builders, and other vendors and interested parties.
- Conduct routine and complex inspections of construction to determine acceptable design, workmanship, and materials used comply with contract provisions and applicable code are met.
- Responsible for arbitration disputes between contractor and homeowner.
- Coordinate temporary relocation of clients as needed.
- Act as a Liaison between contractor and client.
- Reviews and prepare pay requests to the contractor according to the draw schedule.
- Maintain communication between all parties involved in the rehab and/or construction process.
- Monitor and evaluate the performance of the contract, maintenance of insurance, license, and permit records on all contractors.
- May perform condemnation postings, pre‑demolition property surveys, building board‑up inspections.
- Assist in various monitoring of SHIP, CDBG or HOME projects for compliance.
- Consult with handicapped individuals to determine and provide for their accessibility requirements.
- Perform all clerk and record‑keeping work required for the project.
- Assists in the coordination of appropriate advertising of housing programs and activities, facilitating education and training classes, and marketing with contracted services providers, lenders, realtors, and other housing professionals.
- Assist in the development and implementation of SHIP Local Housing Assistance Plan, CDBG Housing Assistance Plan, Disaster Housing Plan, grant agreements, and other housing policies and procedures.
- Research and prepare reports, memoranda, County board agendas, etc., related to assigned housing program.
- Provide excellent customer service through citizen engagement and assistance; presents a positive, friendly, and professional demeanor to the public.
- Perform all related work as required and be available to work alternate hours as needed.
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.
Minimum Qualifications- Education:
Requires graduation from an accredited community or junior college with an AA degree and five years of related work experience; or an equivalent combination of training and experience. - Experience:
Minimum five years of progressively responsible experience in the development, rehabilitation, delivery and monitoring or evaluation of various affordable housing programs, grants, or related experience.- Experience in working for a local government or not-for profit affordable housing program preferred.
