The Senior Plans Examiners assists the Building Official and the Building Administrator: (a) with the operations of the Department’s plan review services; (b) provide direction to plan review staff in implementing the strategic goals of the Department; (c) resolve problems with industry and private citizens as they relate to the Department; (d) determine priorities for the efficient utilization of resources required for performing plan review in a thorough and efficient manner.

The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.

  • Coordinates and oversees the plan review staff of the Building Division and provides technical guidance as needed.
  • Performs plan review of commercial and residential construction plans for code compliance to all applicable codes and statutes.
  • Monitors workload and procedures of the plan review area. Measures quality control through reports, training, and plan review.
  • Participates and assists in personnel matters relating to plan review.
  • Meets with Building Official/Building Administrator on a regular basis to discuss plan review issues and assists with the development and implementation of policies and procedures relating to plan review.
  • Assists with training and continuing education for plan review personnel through review of policies, procedure, ordinances, Florida Building Code and State Statutes.
  • Meets with architects, engineers, contractors, owners, and other interested parties to discuss code interpretation and construction methods relating to construction projects.
  • Assists with the resolution of routine questions, disputes, or interpretation issues from customers relating to plan review, deficiencies, etc. Resolves more complex problems when assistance is needed by the plan review staff.
  • Coordinates with the supervisors who direct the work of permitting, inspections, investigators, and office staff to maintain consistency and assure compliance with pertinent County or State codes, statutes and ordinances.
  • Prepares oral and written operation reports as needed.
  • Coordinates necessary training for credentialed employees to maintain continuing education requirements for certification.
  • Participate in the selection, coaching and development of employees in the plan review area.
  • Attend meetings as assigned by supervisor or other management.
  • Advises owners and contractors on FEMA rules regarding construction in special flood hazard areas.
  • Participates in pre-application meetings to provide guidance on regulatory requirements.
  • Prioritized workload to meet deadlines for permit approvals.
  • Streamline review processes by using checklists and digital plan review software.
  • Coordinates with other departments (e.g., Fire, Zoning, Utility, D.P.W, and Flood, etc.) to prevent delays.
  • Communicate proactively with applicants about required corrections to avoid back-and-forth delays.
  • Serve in the capacity of Building Official in their absence.
Emergency Response

County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.

Minimum Qualifications
  • Education:

    High school diploma or equivalent required. A two (2) year degree from an accredited college/university with a major course study in building construction, architecture, or engineering preferred.
  • Experience:

    Minimum of five (5) years building code enforcement/interpretation related experience as a plan's examiner, inspector, architect, engineer, or other comparable position or combination thereof.
Licenses, Certifications, or Registrations
  • Minimum certification as a Standard Inspector Certification in one discipline (building, electric, mechanical, plumbing) and Standard Plans Examiner Certification in one discipline (building, electric, mechanical, plumbing).
