Position: Meter Technician I

An individual in this position provides semi-skilled labor by performing maintenance and replacement of residential and commercial water meters and meter boxes. This individual will work closely with the asset management team with meter field verification and mapping. The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements.

Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.

  • Performs semi-skilled labor in a field environment with the repair, maintenance, and replacement of residential and commercial meters 5/8” through 2” in size.
  • Performs maintenance on meter boxes by locating, clearing debris, replacing damaged or missing lids, or the entire meter box.
  • Completes assigned daily work orders on tablet or other device using asset management / work order software
  • Locates and marks county water meter boxes and reports locations to Asset Management team for mapping.
  • Troubleshoots and identifies potential problems with the meter, meter box, or service and takes the necessary corrective action.
  • Performs manual labor in a field environment safely and efficiently.
  • Maintains an adequate stock of material on assigned vehicle to ensure new connections and repairs are made efficiently and effectively.
  • Ability to communicate effectively using speaking, hearing, writing, and vision skills.
  • Interacts with the general public, contractors, and vendors in an effective and professional manner.
  • Assists in the periodic meter inventory count as needed.
  • Demonstrates commitment and dependability with regular attendance, punctuality and adherence to schedule of availability.
Emergency Response

County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.

Minimum Qualifications
  • Education:

    High school diploma or equivalent.
  • Experience:

    One (1) year experience in Hernando County utility field work or a related field (preferred).
Licenses, Certifications, or Registrations
  • Must have and maintain a valid Florida Class E Driver's License with a good driving record as defined by current insurance carrier.
  • Must possess or obtain FEMA ICS 100
    , ICS 200
    , and ICS 700 NIMS certification within 30 days of hire date.

A combination of education, training and experience may be substituted at the County's discretion.

Required Competencies
  • Knowledge of
    • Various types of water meters, their operation, and the methods and equipment used in their testing and repair;
    • Methods, techniques, and objectives of testing, repairing, and replacing water meters;
    • Computer applications related to Asset Management, Microsoft, GIS, etc.
    • Record keeping practices of work performed.
    • Reading and understanding maps, utility as-builts, blueprints, etc.
    • landscaping techniques to restore an area where maintenance has taken place.
    • Safe practices used in utility operations.
  • Ability to
    • Perform residential and commercial meter inspections, testing, troubleshooting, replacing, and repairing water meters as needed.
    • Determine material requirements needed to complete tasks
    • Use hand tools and power tools for repairing and maintaining water meters and boxes
    • Perform manual labor in a field environment safely and efficiently.
    • Work independently, without close supervision and use good judgment.
    • Understand and follow verbal and written instructions and communicate clearly and concisely.
    • Accurately complete records, documents and reports.
    • Interact with co‑workers, supervisors and the public in a professional and courteous manner.
    • work weekends, holidays and at other times in case of emergencies or when assigned standby duty.
