The Facility Ops Supervisor will oversee the startup and initial operations of all permanent plant equipment and systems from commissioning completion until substantial completion and handover to the customer. The role reports to the Project Commissioning & Startup Manager and directs the seconded operations team to ensure safe and reliable operation and prepare the plant for LNG production and performance testing.
ProjectOverview
Bechtel is partnering with Next Decade on the Rio Grande LNG (RGLNG) project in Brownsville, Texas. The first phase includes three liquefaction trains, two storage tanks, and one marine berth. At full capacity, the five‑train facility will produce 27 million tonnes per annum.
Major Responsibilities- Active leadership in the Zero Accident Plus (ZAP) program; ensuring process and personal safety, and maintaining the highest environmental and health standards on the jobsite.
- Active leadership in the quality program, targeting zero punch‑lists to avoid downstream impacts.
- Day‑to‑day direction of seconded client operators, ensuring project‑provided operations support (e.g., buildings and other facilities).
- Coordinate technical input and support of the Air Products team on‑site, including commissioning and operations.
- Manage performance testing and commissioning demonstration tests, planning all tests to conform with prime contract requirements.
- Coordinate with the laboratory team to provide support for commissioning, initial operations, and performance testing.
- Coordinate any equipment maintenance and/or operational issues that may require project support, such as provisioning ICSS engineers for tuning and configuration changes.
- Participate in HAZOP, HAZID, and 3D model reviews.
- Develop, coordinate, and implement approved and budgeted training and development programs, including on‑job training and on‑site/off‑site courses.
- Provide training manuals, instructional aids, and materials as required; implement approved training programs for designated personnel to ensure progressive training.
- Bachelor's degree (or international equivalent) and 10‑13 years of relevant experience; or 14‑17 years of relevant work experience.
- Extensive work experience in commissioning, startup, and operations—field and control room operations, shift supervision, and development of operational philosophies and processes.
- Prior experience with process systems pre‑commissioning, commissioning, and startup of LNG facilities.
- Prior experience and knowledge of AP‑C3MR Process.
- Excellent written and verbal communication skills.
- Prior experience with Bechtel CSU processes and procedures preferred.
- Knowledge of processes and work tasks involved with large‑scale gas processing facilities.
- Experience planning and directing commissioning and startup/operations assignments.
- Experience working with management, client, operations, maintenance, and engineering personnel.
- Ability to make day‑to‑day decisions that directly affect project management improvements and recommend changes to senior management.
- Knowledge and experience of testing, commissioning, start‑up, operation and turnover practices.
- Knowledge of PTW, STARRT, JHA, LOTO procedures and practices.
- Proven leadership skills and ability to supervise craft for testing, startup, and operations activity.
- Experience delivering training courses using classroom techniques and standard or improvised teaching aids.
Required to work a flexible schedule, including night or split shifts. Physical ability to conduct field inspections, climb ladders and scaffolding, work on uneven surfaces, and lift as needed.
