Job Summary

The Landfill Operations Supervisor supports the Landfill Operations Manager with daily landfill operations, development, maintenance, and is accountable for the performance of daily landfill operations meeting local, state, and federal regulatory compliance laws and requirements. Duties include and are not limited to conducting inspections, scheduling maintenance work, and overseeing infrastructure improvement projects. The Landfill Operations Supervisor also supervises and coordinates a variety of administrative work including the scheduling of subordinate personnel;

reporting personnel issues; maintaining records of construction, maintenance, and repair activities; responding to requests for information or services; performing other related administrative, planning and research activities; and preparing budgetary information. The Landfill Operations Supervisor performs first-line supervisory work involved in the total operations of the Landfill.

Key Functions/Knowledge/Skills
  • Approve alternate methods or materials for code compliance within the scope of authority delegated by the Landfill Operations Manager and higher administrative directives.
  • Approve the assignment of heavy equipment to equipment operators.
  • Evaluate daily cash reports.
  • Ascertain the daily maintenance of equipment used at the Landfill operations.
  • Review inventory of fuel and lubricants.
  • Conduct inspections of department facilities and equipment.
  • Plan, schedule, and supervise routine and/or preventative maintenance of Landfill facilities, fixtures, and equipment.
  • Supervises the installations, modifications, and/or upgrades for the operations of Landfill.
  • Assist in developing and implementing a Facilities Improvement and Renovation Plan involving construction, renovation, and design for improving landfill operations.
  • Interpret policy and propose procedures for improved maintenance activities and compliance with TCEQ requirements.
  • Perform administrative functions such as recording information, preparing budgets, controlling expenditures, compiling reports, and monitoring materials.
  • Conduct and attend meetings with federal/state regulatory agencies, landfill personnel, contractors, consultants, and public.
  • Respond to citizen complaints.
  • Ensure that all work and materials adhere to contract specifications and all local, state and federal laws and regulations.
  • Proficient in reading, interpreting, and initiating work orders and procedures as necessary.
  • Preparation and evaluation of reports regarding expenditures, activities, records and logs and other required information.
  • Provide direct supervision of contractors, consultants, project coordinators, equipment operators, maintenance activities, landfill operations, and regulatory compliance actions.
  • Guide and advance project progress, verify adherence to task goals, and ascertain exceptional quality of work performed.
  • Ensure the proper care and efficient use of materials, equipment, and hand power tools.
  • Enforce safety practices and procedures in all work areas and in work performance.
  • Responsible for the installation, repair, and modifications of the landfill.
  • Maintains, evaluates, and assists the Landfill Operations Manager in budget preparation and reconciliation.
  • Ensures smooth operation of landfill: ongoing construction, permitting, leachate/gas management.
  • Minimizes operational costs while maximizing productivity and maintaining safety and environmental compliance.
  • Performs related tasks as necessary.
Minimum Education & Experience

High school graduation or GED plus five years of experience in either management or supervisor.

Special Certifications & Licenses
  • Valid Texas Driver’s License
  • Preferred Class “A” Municipal Solid Waste License (TCEQ)

Skillful judgment with out-of-the ordinary situations or issues; may make decisions for subordinates.
