Job Summary
Under the general direction of the Assistant Airport Director, this position is responsible for conducting regulatory inspections in both movement and non-movement areas to ensure compliance with safety regulations outlined in Title 14 of the Code of Federal Regulations Part 139. The role includes monitoring hazard reporting systems, updating safety manuals and local rules, and leading safety meetings and training initiatives to foster a culture of safety.
The SMS Manager organizes safety promotion events, facilitates risk management assessments, and investigates the root causes of incidents and accidents to improve operational safety. Additionally, the SMS Manager oversees the performance of the Safety Management System (SMS) program, ensuring compliance with all federal, state, and local regulations while collaborating with airport operations, maintenance, and security teams. The SMS manager will be required to support Airport Operations in times of no shift coverage.

- Develop an airport safety policy with the strategy and vision of the Airport Director and the Brownsville South Padre Island International Airport.
- Responsible for the Safety Management System program design and administration to include gap analysis, annual program reviews, implementation of new and/or plan changes, and ongoing monitoring of compliance to ensure established policies and procedures are met.
- Collaborates with other Airport Divisions for the completion of risk analysis of maintenance and construction projects and provide input for department safety program manuals.
- Assists in the compliance of FAA Part 139 and 49 CFR Part 1542, including Airfield and terminal inspections.
- Develop a Quality Assurance and Quality Control program and align assurance programs with FAA Part 139 operations and pertinent Advisory Circulars.
- Investigates causes of airside, landside, and terminal incidents involving aircraft, vehicles, airport users, contractors, and employees, and coordinates risk analysis. Makes recommendations to mitigate hazard risks consistent with best practices, codes and regulations.
- Acts as a point of contact for all airport user safety incidents when an employee, passenger, or other is injured.
- Responds to and prepares timely and comprehensive investigations of accidents and safety incidents. Prepares factual reports to appropriate divisions/personnel summarizing the circumstances and root cause of the accident or incident and follows up with the recommended corrective and preventative actions.
- Performs regulatory compliance-related activities and other duties as assigned.
Bachelor’s degree plus two years of experience, or associate’s degree plus four years of experience.
Special Certifications & LicensesValid Texas Driver License.
