Position Summary

The Scenario & Records Manager is responsible for managing all scenario packages, technical library content, and official records associated with role player services s position ensures that scenario packages are current, properly distributed, and safeguarded, while maintaining compliance with FLETC directives for record creation, retention, and disposal. The role also oversees accountability for sensitive information (LES/FOUO), manages photo libraries, and ensures timely submission of deliverables to support law enforcement training exercises.

and Responsibilities
  • Maintain and update the Scenario Listing and Master Scenario Package database on the Government-provided network.
  • Review all scenario packages for completeness and identify discrepancies or prop shortfalls; notify CO/COR immediately of issues.
  • Copy and distribute scenario packages to scheduled role players using Government-furnished copier; ensure accountability for all packages.
  • Implement written procedures for scenario package sign-out/sign-in and safeguard all LES/FOUO materials.
  • Remove obsolete scenario packages promptly and deposit them in Government-provided FOUO containers; update scenario listings accordingly.
Records Management
  • Create, maintain, and dispose of Government records in compliance with FAR, PWS, and FLETC directives.
  • Maintain accurate inventory records for props and protective gear; update spreadsheets on the Government network.
  • Ensure timely submission of required deliverables (e.g., employee rosters, training records, inventory lists, SDS for cleaning supplies).
  • Maintain weekly role player sign-in sheets and submit electronic copies to COR by COB on the first workday of the following week.
Photo Library and Biographical Data
  • Maintain a digital photo library for all role players on the Government network; ensure photos are current and properly labeled.
  • Collect and transmit role player photographs and biographical information to designated points of contact per scenario requirements.
  • Update photo and BIO records promptly when substitutions occur.
Compliance and Security
  • Ensure all scenario packages and records are handled in accordance with FLETC security policies, OPSEC requirements, and DHS Non-Disclosure agreements.
  • Support audits and inspections; provide original or reproducible copies of records within 10 business days upon request.
  • Train staff on proper handling of sensitive information and recordkeeping procedures.
Qualifications and Education Requirements

• Minimum 3 years in records management, document control, or administrative support in a regulated environment (law enforcement, federal contracting, or military preferred).

• Familiarity with scenario-based training or technical documentation management.

• Proficiency in Microsoft Office Suite and ability to use Government-provided systems (FLETCnet, SASS).

• Strong understanding of records retention policies, LES/FOUO handling, and inventory control.

• Exceptional attention to detail, organizational skills, and ability to manage sensitive information.

• Associate’s degree in Business Administration, Records Management, Criminal Justice, or related field preferred.

Work is performed in office, warehouse, and outdoor environments. Must be capable of standing, walking, crawling, and climbing ladders. Must be able to lift up to 50 pounds.
