Professional civil engineering position requiring the capability of independent and complex analysis in providing engineering services to the City of Bryan, including project management for Capital Improvement Project delivery.

Essential Job Functions
  • Provides team leadership in the preparation of plans, contract documents, and specifications; acts as Engineer of Record for projects designed.
  • Serves as project manager on engineering contracts for special studies and/or project design, and on issues relating to modifications or amendments to public policy issues.
  • Estimates cost of proposed projects to aid in determining priorities, and project feasibility, and to ensure orderly disbursement of public funds.
  • Participates in master planning infrastructure needs for the City.
  • Reviews development proposals for compliance with city regulations and communicate these regulations to developers.
  • Reviews and approves engineering designs, reports, plans, and specifications for drainage and infrastructure improvements for public and development projects.
  • Performs related duties as required.
  • Responds regularly and promptly to work.
Minimum Qualifications

• Bachelor’s Degree in Civil Engineering plus at least six (6) years of professional experience in design and/or management of capital improvement projects for public infrastructure (water, sewer, streets, drainage); OR a Master’s degree plus at least four (4) years of experience as listed above; OR a PhD plus at least two (2) years of experience as listed above. Equivalent combinations of education, experience, certification, and training may be considered.

Knowledge,

Skills & Abilities Knowledge of:
  • The principles and practices of professional civil engineering and construction of municipal engineering projects.
  • Land development, land surveying, and laws/ordinances pertaining to transportation.
  • Modern principles and practices of stormwater and floodplain management including related federal, state, and local ordinances, laws and regulations.
  • The National Flood Insurance Program (NFIP) and the Community Rating System.
  • FEMA’s LOMA, LOMR-F, and CLOMR processes.
  • Stormwater computer modeling software such as HEC-HMS, HEC-RAS, EPASWMM, XPSWMM Storm

    CAD, and other relevant hydrology and hydraulic software used to prepare flood studies and designs for stormwater systems.
  • Safety standards, procedures, and precautions utilized in emergency response activities.
Ability to:
  • Learn department functions, regulations, policies, and procedures as required to complete tasks and assignments.
  • Read, write, interpret, and review technical specifications, schematics, and diagrams.
  • Perform the field investigation, design, and manage the construction of municipal engineering projects.
  • Anticipate, identify, and effectively resolve various issues and problems.
  • Exercise considerable initiative, sound judgment, and collaborative skills.
  • Maintain a high degree of organization, with attention to detail and accuracy.
  • Handle a high level of customer interaction in person and by phone.
  • Work independently and/or in a team environment and maintain a professional demeanor.
  • Handle multiple tasks, prioritize and organize work assignments, and meet established deadlines.
  • Use spreadsheet and word processing applications (Microsoft Word/PowerPoint/Excel/Outlook) to prepare clear and concise presentations, reports, forms, and other written materials.
  • Perform a variety of clerical/administrative tasks, such as responding to phone calls, data entry, and maintaining records/files.
  • Maintain the confidentiality of sensitive information, records, or issues.
  • Attend after-hour meetings (City Council, boards, commissions, homeowner associations, etc.) and advise on job-related issues as needed.
  • Demonstrate satisfactory work performance and attendance.
  • Comply with City and departmental policies and procedures.
  • Provide management with sound, positive advice, and information concerning the area of responsibility.
  • Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.
