Provides supervision and oversight of assigned employment programs. Facilitates enrollment, planning of activities, purchasing supplies, development of plans and day to day operations. Knowledgeable of regulatory standards and ensures program is operating within state guidelines.

Position Responsibilities
  • Completes intake and enrollment paperwork for individuals enrolled in the program.
  • Participates in, writes, and implements Employment Plans with oversight by the Manager.
  • Ensures the implementation and documentation to include daily and monthly reporting.
  • Completes interviewing, hiring, supervision and training of staff for assigned programs.
  • Responsible for staff scheduling, coverage and providing direct support services in the absence of staff.
  • Coordinates services with OPWDD, ACCES-VR, The Service Collaborative of WNY and other oversight bodies, service providers and interested parties to monitor and ensure the highest quality of services are being provided to the individual.
  • Develops and maintains business relationships that enhance the learning opportunities for participants.
  • Oversees the utilization of a curriculum that meets requirements for Workforce Innovation and Opportunities Act (WIOA) funding.
  • Oversees the utilization of a curriculum that meets requirements for OPWDD-Career Specific Vocational Training.
  • Responsible for overseeing curriculum development and implementation.
  • Provides oversight and support in developing and maintaining the learning suites within the Jefferson Career Exploration Center
  • Serves as the main point of contact with the Service Collaborative to ensure the highest quality of support is being provided to the youth.
  • Supervises, monitors, and evaluates staff performance and provides feedback to the Program Manager.
  • Provides assistance with acquisition, retention, or improvement of employment skills.
  • Develops, coordinates, and assists with programmatic activities. Locates community events to promote integration. Encourages program participants to be good neighbors, responsible citizens, join local clubs and support their community.
  • Manages gas reimbursements for programs.
  • Documents and records service. Completes monthly billing reports (OPWDD; ACCES-VR, and The Service Collaborative-Tuition Invoice) and forwards them to Program Manager.
  • Reviews service documentation for accuracy.
  • Completes Monthly Analysis for the programs and reports on program movement.
  • Represents programs and may attend Circle of Support meetings for the participants. Completes paperwork as needed.
  • Ensures assignment, completion, and documentation for required in-service and trainings.
  • Ensures participant’s satisfaction and input occurs with program activities, curriculum, and goals.
  • Receives and reviews minor, reportable, and serious reportable incident reports, and follows up with Program Manager for direction and processing.
  • Maintains contact with OPWDD, ACCES-VR, The Service Collaborative of WNY, and other funding sources and partners. Notifies appropriate parties of concerns as they arise.
  • Ensures compliance with all funding sources and DOL certification quality assurance and fiscal requirements.
Education and Experience
  • High School Diploma or GED
  • 3 years of Full-Time experience in a workforce development; with one year of supervisory experience. Or 6 months of Full-Time experience in a workforce development and 3 years of other supervisory experience.
Skills, Knowledge, and Abilities
  • Working knowledge of barriers to employment for program populations.
  • Working knowledge of the local job market as it relates to the hospitality industry.
  • Capable of organizing information and self-monitoring workload.
  • Strong oral and written communication skills
  • Comprehensive knowledge of mathematical principles
  • Working knowledge of Microsoft Office software including Outlook, Word and Excel
  • Working knowledge of community-based services for the program population.
  • The ability to read and write case notes/reports as well as understand written directions.
  • The ability to organize, plan and manage classrooms with flexibility, dependability, discretion, and independent judgment.
Be authorized as an Agency Driver by
  • Holding and maintaining a valid NYS Driver’s License.
  • Maintaining an approved driving record according to Agency Policy and Procedure.
  • Use of personal vehicle for work purposes; travel between work locations and transporting program participants.
  • Proof of being an insured driver of that personal vehicle used for work purposes.
Verifications and Screenings

a. OPWDD clearance for convictions of criminal offenses.

b. County criminal background check.

c. Clearance through NYS Central Child Abuse and Maltreatment Register.

d. A drug screen prior to the commencement of employment.

e. Tuberculosis screening started or completed prior to the commencement of employment.

f. Approval of NYS Justice Center.

Physical and Mental Requirements

a. Seeing, hearing, walking, sitting, standing, driving, stooping, bending, carrying, stretching, and climbing stairs.
