Business Process Improvement Specialist

Competition No:

Duration: Temporary Full Time

Salary: $7,629 – 7,946 – 8,285 – 8,647 – 9,014/month (2024 Rates)

Schedule: 70 hours bi-weekly;
Monday to Friday from 8:00 AM – 4:45 PM (Nine-Day Fortnight)

This is specialized work in leading project initiatives for improvement of business workflows, procedures, and tools. The Business Process Improvement Specialist plays a pivotal role in streamlining development applications processing. An incumbent leads process improvement projects based on data analyses; defines project scope and requirements; establishes metrics and tracks performance goals to support management decisions on strategy, operations, and cost saving objectives;

consults with various departments to assess business needs; analyzes and documents current work and system processes performed by staff; identifies inefficiencies and bottlenecks in workflows; reviews data on processing times and resource utilization; designs and recommends solutions to enhance the speed and accuracy of processing workflows related to organizational structures, system implementations, policies and procedures; develops frameworks to monitor and evaluate performance and results;

gathers and incorporates feedback for continuous improvements; monitors and evaluates impact of implemented changes; prepares and conducts presentations to demonstrate value propositions; facilitates decision‑making workshops; leads, consults and participates in cross‑functional teams to deliver current and future state process mapping and other business process reviews; and develops recommendations for improvements. Prepares and maintains a variety of documents, files, and reports related to the work.

Performs related work as required.

Qualifications include a Bachelor’s degree in Business Administration, Public Administration, or a related discipline including formal training in Lean/Six Sigma and project management methodology, plus sound related experience as a continuous improvement professional, preferably in a municipal government setting; or an equivalent combination of education, training and experience. Considerable knowledge of the principles, methodologies, tools, and standards applicable to business process planning and related project management, change management, performance measurement and reporting;

of techniques and methodologies such as Lean/Six Sigma; of municipal processes, procedures, bylaws and policies related to land development and approvals. Ability to analyze critically, think strategically, and solve complex problems; to deal effectively and courteously and to maintain effective working relationships with internal and external stakeholders at all levels of the organization; to communicate effectively both orally and in writing and to translate technical information into plain language.

Skill in the operation of software applications and ERP systems such as Energov and Microsoft Suite (e.g. Excel, Visio).

This is a temporary full time position until December 31, 2026.
