Overview
This position works in the Lands & Facilities organizational unit. This is technical, inspectional, and administrative work involved in planning, monitoring, maintaining, troubleshooting, programming and scheduling building systems Direct Digital Control (DDC) system for thermal comfort, operations, energy efficiency and conservation. An incumbent coordinates asset planning for building and plant equipment to align with the energy reduction plan; develops and updates energy asset inventory models to ensure best practices;
and assists with the implementation of energy related projects. The incumbent monitors and evaluates energy management program effectiveness; documents performance trends; researches new technology and products related to the HVAC and energy markets for efficiency and cost effectiveness; identifies issues, gaps and opportunities through technical analysis; and provides advice and recommendations on best practices and policies for modifications to improve programs and initiatives.
The incumbent also directs, coordinates, and monitors the day-to-day work of contractors and consultants; and assists in scheduling technical staff for service on mechanical systems. The incumbent exercises considerable independent judgement and action within well established guidelines with the more complex or unusual problems to be discussed with a supervisor who reviews work performance in terms of the effectiveness of services rendered and the attainment of desired objectives.

- Coordinate asset planning for building and plant equipment to align with the energy reduction plan; develop and update energy asset inventory models to ensure best practices; and assist with the implementation of energy related projects.
- Monitor and evaluate energy management program effectiveness; document performance trends; research new technology and products related to the HVAC and energy markets for efficiency and cost effectiveness.
- Identify issues, gaps, and opportunities through technical analysis; provide advice and recommendations on best practices and policies for modifications to improve programs and initiatives.
- Direct, coordinate, and monitor the day-to-day work of contractors and consultants; assist in scheduling technical staff for service on mechanical systems.
- Exercise independent judgement and action within well established guidelines; discuss more complex or unusual problems with a supervisor for review of effectiveness and attainment of objectives.
- Perform related work as required.
- Completion of a diploma in building technology or a related discipline, or a technician certificate in Direct Digital Control (DDC), Instrumentation, or HVAC systems, plus considerable related experience in asset management and renewal projects; or an equivalent combination of education and experience.
- Considerable knowledge of building maintenance methods, procedures, materials, and equipment related to HVAC, refrigeration, plumbing, gas, and building automation systems, along with strong knowledge of DDC systems and their application to thermal comfort, energy efficiency, and conservation.
- Ability to plan, monitor, maintain, troubleshoot, program, and schedule building automation systems; develop and coordinate preventative maintenance programs; monitor service contracts and contractor performance.
- Ability to interpret drawings and technical specifications, review invoices and work for compliance with contract requirements, prepare and maintain records and reports, and assist with budget planning related to building systems and energy initiatives.
- Strong communication skills and the ability to establish and maintain effective working relationships with internal staff, consultants, and contractors.
- A Driver’s License for the Province of British Columbia is required.
