- The preferred headquarter locations for these positions are Nanaimo ,Prince George, or Burnaby, subject to workspace availability. Other BC Hydro locations may be considered subject to business needs and workspace availability.
Reporting to the FSA Capital Safety Project Manager the Senior Safety Advisor identifies emerging workplace environment issues pertaining to occupational disease and public health, evaluates the potential consequences for the corporation and develops policies and standards for systematic management and mitigation of risk.
The Senior Safety Advisor will contribute to the establishment of an Owners Safety Plan (OSP) for each specific BC Hydro capital project to drive compliance, consistency, and risk reduction. Requirements include assuming responsibility for the creation and on going management of complex/high risk projects and ensuring all safety and health risk are communicated, and effectively managed to meet project objectives/deliverables and business drivers.
Specific duties in the Senior Safety Advisor role may include the following:
- Acts as a Safety mentor/advisor to BCH project/program stakeholders and cross-functionally through the provision of expert technical guidance within/outside the team.
- Breaks down the project scope into the appropriate levels of detail to allow proper planning and management of Safety & Health to ensure alignment with the Contractor Safety Program (CSP) and applicable KPIs. Determines people resources required on each project by assessing individual skill sets and recommending their allocation and re-deployment among projects based on project requirements.
- Provides subject matter expertise to the Project Manager (PM) and project principals regarding all Safety and Health aspects of projects/programs which requires: i. Implicit understanding of applicable regulations and standards (e.g., WSBC, BCSA, SPR, OSHS, Provincial, Municipal, etc.) to ensure projects meet all regulatory and compliance aspects. ii. Implicit understanding of distinctions between external (i.e. Municipal By-Laws, Pipelines, Railways, etc.) and BCH (i.e., BC Hydro Act) regulations, and which regulations govern specific project/program work.
- The Senior Safety Advisor (safety planning lead) works directly with Procurement to help qualify contractors by including project-specific safety questions in the RFX, and by reviewing completed Safety questionnaires to determine the Contractor’s past safety performance. The Senior Safety Advisor (safety planning lead) assists Procurement in determining whether the successful contractor is qualified to take on the role of Prime Contractor on behalf of BC Hydro.
- Makes recommendations to Safety by Design (SBD) to ensure projects/programs meet increasing standards and expectations for safety (i.e., shared manholes, shared ROWs, share corridors, etc.).
- Develops explicit Owner’s Safety Plans(OSPs) for specific projects in early project phases (i.e., Identification) and as required. Ensures OSP updates are conducted throughout the complete life cycle of the project including during an intervening circumstance or upset condition, and/or when a significant baseline change is required.
- Informs and educates cross-organizational/cross-functional Work Package Managers (WPMs) of Safety & Health issues.
