Position Summary:
The People and Culture Manager oversees the administration and strategic direction of the People and Culture functions. This includes advising on employee relations, labour relations, performance management, training and development, policy interpretation, and compliance with employment standards. The role leads the People and Culture team, ensuring the successful implementation of policies and initiatives that support the organization’s objectives.
- Provides strategic advice to Managers, Coordinators, and Directors on applying collective agreements and Society policies.
- Oversees a team of People and Culture Advisors and Administrative Assistants, ensuring recruitment, performance management, and support align with organizational standards.
- Manages complex investigations, disciplinary actions, and terminations in collaboration with senior leadership, while overseeing disability management cases.
- Oversees HRIS (SAP) and manages the Recruitment Module, Onboarding Module, and Learning Module.
- Supports the CAO with exempt staff investigations, labour relations, and disability cases.
- Leads labour relations, handling grievances, arbitration preparation, and mediation while ensuring the fair application of collective agreements.
- Coordinates with Work Safe BC to manage inspections and ensure compliance with regulatory requirements.
- Oversees the creation and revision of job descriptions, working with external partners such as HEABC to align roles with industry benchmarks.
- Leads essential services planning and post-submission negotiations with unions to ensure compliance.
- Manages Joint Labour Management meetings, ensuring consistent communication and resolution of labour issues.
- Develops, implements, and evaluates staff training programs, ensuring training records are maintained and certifications are current.
- Manages the placement of Practicum Students, Canada Summer Jobs participants, and volunteers across the organization.
- Overseeing the distribution of holiday gifts to guests and participants.
- Participates in various HR-related projects, compiling statistical data and providing summaries as needed.
- Ensures compliance with FIOPPA and PIPA in handling confidential information and maintains secure procedures for sensitive materials.
- Employees are expected to remain alert and attentive during working hours. Sleeping during shifts is not permitted.
- Responsible for complying with and contributing to all aspects of health and safety program.
- Performs other related duties as required.
- Post-secondary education in Human Resource Management or a related field, with a minimum of 2-3 years of HR management, or an equivalent combination of education and experience.
- Experience in the non-profit sector, particularly in a complex, unionized environment.
- Knowledge of employment standards, labour laws, and the Human Rights Code.
- Experience implementing People and Culture systems and programs.
- CPHR designation is an asset.
- Trauma-Informed Practice training is an asset.
- Valid driver's license, clean driving record, and access to a reliable vehicle.
- OFA 1 First Aid Certificate
- Must pass a satisfactory Criminal Record Check.
- Strong collaborative approach to relationship-building across the organization.
- Ability to interpret and apply policies, procedures, and collective agreement language effectively.
- Proven organizational and prioritization skills, with the ability to manage multiple tasks and deadlines.
- Strong time management skills and the ability to manage a workload with competing priorities.
- Excellent verbal and written communication skills.
- Experience in data collection, report generation, and conducting investigations.
- Ability to execute directives with minimal supervision and adapt to non-standard situations.
