Job SummaryThe Evaluation Specialist reports to the Senior Manager, Socio‑Economic Research and is responsible for coordinating the planning, development, and implementation of evaluation projects. The role maintains a consistent approach to evaluation within the Research Centre and BC Housing, conducts research and evaluations of strategic initiatives and post‑project initiatives, and builds capacity for evaluation. The position provides oversight, guidance and technical expertise to evaluation approaches, ensuring activities align with guiding strategies, policies, and accountabilities.
SalaryRange
Annual: $78,073.75 – $89,127.26
Core Responsibilities- Coordinate evaluation project planning, development, and implementation.
- Maintain a coordinated and consistent evaluation approach.
- Conduct research and evaluations of strategic and post‑project initiatives.
- Build capacity and readiness for evaluation within the Research Centre and BC Housing.
- Provide oversight, guidance, and technical expertise to evaluation approaches.
- Ensure evaluation activities align with guiding strategies, policies, and accountabilities.
- Master’s degree in social sciences, business administration, public administration, or other relevant fields.
- Substantial evaluation and/or research experience in the public sector managing complex projects, analysing data, and producing reports and recommendations.
- Experience using evaluation methodologies, including developmental, quantitative and qualitative data.
- Equivalent combination of education, training and experience acceptable.
- Criminal Record Check required.
- Knowledge of research methods and evaluation methods including developmental, formative, summative and utilisation‑focused evaluation.
- Knowledge of principles, practices and techniques to lead and conduct program evaluations and research projects.
- Sound knowledge of affordable housing programs, social housing policy, governments and non‑profit partners.
- Ability to conduct literature searches, best‑practice reviews, and policy analysis.
- Leadership skills to plan, organise, manage and conduct complex projects.
- Ability to track, record, extract, summarise and analyse qualitative and quantitative data to produce reports and recommendations.
- Ability to meet deadlines and identify key milestones or measures of success.
- Ability to work independently or as part of a team with various external stakeholders including government partners, community agencies and housing partners.
- Ability to travel for evaluation projects with prior notice.
- Strong verbal and written communication skills.
- Strong critical thinking, analytical and problem‑solving skills.
- Proficiency in business intelligence, analytics and data visualization.
- Proficiency in Microsoft Office tools (Excel, Word, PowerPoint, Outlook).
- Successful applicants will be required to maintain Security Clearance throughout employment.
